ADJOURNED REGULAR MEETING OF THE CITY COUNCIL

The Adjourned Regular Meeting of the City Council was called to
order by Mayor Weathers at 7:06 P.M. in the City Council Chamber.
ROLL CALL: COUNCILMEN PRESENT: James K. Weathers, Mayor
John B. Sweeney, Mayor pro tem
Councilman Roy L. Byrnes
Councilman Douglas B. Nash
COUNCILMEN ABSENT: Councilman Yvon O. Heckscher
STAFF PRESENT: James S. Mocalis, City Manager; William D. Murphy,
Director of Public Works/City Engineer; George Lohnes, Associate
Civil Engineer; David J. Smith, Director of Planning; James
Okazaki, City Attorney; Mary Ann Hanover, City Clerk.
SIGN COMMITTEE - APPOINTMENT BY MAYOR
Pursuant to Council action of July 21, 1975, Mayor Weathers
appointed the following persons to a sign study committee:
1. Carolyn Nash
2. Fran Frost
3. Marilyn Williams
4. Lee Mortenson
5. Victor Cooper
The Committee is directed to report back to the Council for the
meeting of August 6, 1975, on the following problems relating
to proposed sign requirements: (1) Illumination problems; and
(2) The problem of identifying small businesses within commercial
complexes where there are no signs visible from the street.
PUBLIC HEARINGS
1. WEED ABATEMENT CHARGES
Notice having been given as required by law, Mayor Weathers
declared the Public Hearing open on the establishment of
weed abatement charges and amounts to be assessed to
individual properties for the years 1974 and 1975 and
inquired if anyone in the audience wished to address the
Council. There being no one wishing to address the Council,
Mayor Weathers declared the Public Hearing closed.
RESOLUTION NO. 75-7-23-1: WEED ABATEMENT -
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN
CAPISTRANO, CALIFORNIA, CONFIRMING THE COST REPORT FOR
WEED ABATEMENT IN THE CITY OF SAN JUAN CAPISTRANO
It was moved by Councilman Byrnes, seconded by Councilman
Sweeney and unanimously carried that Resolution No. 75-7-23-1
be adopted. The Resolution adopts the report of weed abate-
ment charges and orders the assessment of said charges.
2. LAND USE MANAGEMENT CODE (CONTINUATION)
Notice having been given as required by law, Mayor Weathers
declared the Public Hearing re -opened on the proposed Land
Use Management Code and inquired if anyone in the audience
wished to address the Council on this matter. These being
no one wishing to address the Council, Mayor Weathers
declared the Public Hearing closed with the right to re-
open at any time.

through the end of Chapter 3.
RECESS AND RECONVENE
Council recessed for a coffee break at 8:40 P.M. and reconvened
at 8:55 P.M.
Council consideration of the Land Use Management Code recommenced
at Chapter 4 and continued through Page 4-19.
EXECUTIVE SESSION
Council recessed to an Executive Session for consideration of
personnel matters at 9:45 P.M. and reconvened at 10:30 P.M.
ORANGE COUNTY TRANSIT DISTRICT - PUBLIC MEMBER
It was the consensus of the Council that Phyllis Shainman be
supported as a candidate for appointment as a public member
of the Orange County Transit District Board of Directors.
Council directed that letters requesting; support of Mrs. Shainman's
candidacy be sent to the City Councils of San Clemente, Laguna
Beach and Irvine, and to the United South Orange County Coast
Communities Council and the Mission Viejo Municipal Advisory Council.
CITY CLERK - SALARY ADJUSTMENT
It was moved by Councilman Sweeney, seconded by Councilman Byrnes
and unanimously carried that the City Clerk's salary be established
at Salary Range 27 and that the City Clerk be placed at Step 3
of said range ($1279), effective July 1, 1975. The matter is to
be re-evaluated at mid -year.
CITY MANAGER - SALARY ADJUSTMENT
It was moved by Councilman Sweeney, seconded by Councilman Byrnes
and unanimously carried that the Agreement covering the City
Manager's services be amended to reflect an increase of approxi-
mately 6%, to $35,000 per annum, effective July 1, 1975.
ADJOURNMENT
There being no further business before the Council, the meeting
was adjourned at 10:35 P.M. to the next meeting date of Wednesday,
July 30, 1975, at 7:00 P.M. in the City Council Chamber for a
continuation of the Land Use Management Code Public Hearing process.
