75-0721_CC_Minutes_Adjourned Regular Meeting430 JULY 211 1975 ADJOURNED REGULAR MEETING OF THE CITY COUNCIL SAN JUAN CAPISTRANO, CALIFORNIA, The Adjourned Regular Meeting of the City Council was called to order by Mayor Weathers at 6:00 P.M. in the City Council Chamber. ROLL CALL: COUNCILMEN PRESENT: James K. Weathers, Mayor John B. Sweeney, Mayor pro tem Councilman Roy L, Byrnes Councilman Douglas B. Nash COUNCILMEN ABSENT: Councilman Yvon 0. Heckscher STAFF PRESENT: James S. Mocalis, City Manager/Deputy City Clerk; William D. Murphy, Director of Public Works/City Engineer; George Lohnes, Associate Civil Engineer; David J. Smith, Director of Planning. James S. Okazaki, City Attorney, joined the meeting at 8:00 P.M. LAND USE MANAGEMENT CODE Council commenced their deliberations of the Land Use Management Code at Page 3-73 and continued through Page 3-89 and from Page 3-94, Section 3.6.19, through Page 3-100. ESTABLISHMENT OF SIGN COMMITTEE It was moved by Councilman Sweeney and seconded by Councilman Byrnes that the Mayor be authorized to appoint a committee of five persons to study two questions involving signs, as follows: 1. The problem of illuminating signs, candlepower, and the effects of opaque backgrounds vs, non-opaque backgrounds; and 2. The problem of individual signs for the larger shopping centers. The committee is instructed to have their recommendations to Council no later than the time that the Planning Commission recommendations on the revised Land Use Management Code are presented to Council. The motion carried by the following vote: AYES: Councilmen Byrnes, Sweeney and Mayor Weathers NOES: Councilman Nash ABSENT: Councilman Heckscher ADJOURNMENT There being no further business before the Council, the meeting was adjourned at 10:12 P.M. to the next meeting date of Wednesday, July 23, 1975, at 7:00 P.M. in the City Council Chamber.
