ADJOURNED REGULAR MEETING OF THE CITY COUNCIL
SAN JUAN CAPISTRANO, CALIFORNIA
The Adjourned Regular Meeting of the City Council was called
to order by Mayor Weathers at 7:10 P.M. in the City Council
Chamber.
ROLL CALL: COUNCILMEN PRESENT: James K. Weathers, Mayor
John B. Sweeney, Mayor Pro Tem
Councilman Roy L. Byrnes
Councilman Douglas B. Nash,
who joined the meeting at
7:12 P.M.
COUNCILMEN ABSENT: Councilman Yvon O. Heckscher
STAFF PRESENT: James S. Mocalis, City Manager; William Murphy,
Director of Public Works/City Engineer; David J. Smith, Director
of Planning; James Okazaki, City Attorney; Mary Ann Hanover,
City Clerk.
LAND USE MANAGEMENT CODE - CONTINUATION OF PUBLIC HEARING
Notice having been given as required by law, Council re -opened
the Public Hearing and continued their deliberations on the
proposed adoption of the Land Use Management Code, commencing
at Page 3-47.
Councilman Sweeney asked how the changes directed by Council
would be incorporated into the Code, and the City Manager advised
that Council would receive a report listing all of the changes
to be made. The Director of Planning also advised that additional
comments from various organizations will be identified and
presented to Council at the last session on the proposed Code.
RECESS AND RECONVENE
Council recessed at 8:25 P.M. and reconvened at 8:37 P.M. and
continued their deliberations through Page 3-77.
Mr. Steven Carpenter of the Alipaz Liquor Store addressed the
Council regarding sign regulations.
Mayor Weathers declared the Public Hearing continued to the
next meeting date of July 16, 1975, at 7:00 P.M. in the City
Council Chamber.
WEED ABATEMENT CHARGES - NOTICE OF PUBLIC HEARING
Council received copies of a memorandum drom the City Clerk
advising that the Notice of Public Hearing for the confirmation
of weed abatement charges had not been published in time for
the meeting of July 16th; and Mayor Weathers directed that the
Public Hearing be re -scheduled for Wednesday, July 23, 1975,
at 7:00 P.M. in the City Council Chamber.
RECESS AND RECONVENE
Council recessed at 10:00 P.M. for a personnel meet and confer
session and reconvened at 10:20 P.M.
PERSONNEL - MEMORANDUM OF UNDERSTANDING
The City Manager presented Council with copies of a Memorandum
of Understanding between the Employees Association and the City;
some changes are to be made when the actuarial study being
conducted by the County of Orange is completed.

It was moved by Councilman Sweeney, seconded by Councilman
Byrnes and unanimously carried to instruct the Director of
Administrative Services to make the necessary administrative
changes to implement the conditions reflected in the
Memorandum of Understanding. Council indicated that the
amended Memorandum of Understanding would be ratified at
the Council meeting of July 16, 1975.
