ADJOURNED REGULAR MEETING OF THE CITY COUNCIL
CITY OF SAN JUAN CAPISTRANO
The Adjourned Regular Meeting of the City Council was called to
order by Mayor Weathers at 7:05 P.M. in the City Council Chamber,
followed by the Pledge of Allegiance to the Flag.
ROLL CALL: COUNCILMEN PRESENT: James K. Weathers, Mayor
John B. Sweeney, Mayor pro tem
Councilman Roy L. Byrnes
Councilman Yvon O. Heckscher
Councilman Douglas B. Nash
COUNCILMEN ABSENT: None
STAFF PRESENT: James S. Mocalis, City Manager; John O'Sullivan
Director of Administrative Services; William Murphy, Public Works
Director/City Engineer; David J. Smith, Director of Planning;
James Okazaki, City Attorney; Mary Ann Hanover, City Clerk.
ALSO PRESENT: Planning Commission Chairman Riley and Commissioners
Davies, Heim, and Schwartze. Commissioner Friess joined the
meeting at 7:30 P.M.
LAND USE MANAGEMENT CODE
This meeting was called for the purpose of discussing the proposed
Land Use Management Code with the members of the City Planning
Commission. The Director of Planning made a slide presentation
and gave a brief history.of residential -commercial development in
the City and the processes of the General Plan adoption.
Council Members and Planning Commissioners addressed the following
issues with regard to the proposed Land Use Management Code:
1. Horse Licensing.
2. Preservation of "rural" life style in the Misner
Tract and on the north side of the Ortega•Highway.
3. Modification of the text and application of an
FP -1 Overlay District.
4. Home Warranty Program.
5. Restrictions of pets and animals.
RECESS Council recessed at 8:43 P.M. and reconvened at 8:52 P.M.
E. Time frame for Code adoption.
7. Planning Commission recommendation that the Commission
act on matters which have heretofore been under the
auspices of the Environmental Review Board.
8. The zoning issue of not addressing Open Space by
including Open Space in the Growth Management District.
9. Committees - their roles, composition and function in
the development review process.
10. The role of the Director of Planning in exercising
judgment for interpretation of the Code, approval of
items, and determination of compatible uses.
11. Signs - regulations and recommendations.
With regard to Item 7 above, Mayor Weathers directed that as a matter
of policy Environmental Review Board meetings should be held
within 10 days prior to the regular Planning Commission meetings.

There being no further business before the Council, the meeting was
