ADJOURNED REGULAR MEETING OF THE CITY COUNCIL
CITY OF SAN JUAN CAPISTRANO
The Adjourned Regular Meeting of the City Council was called to order
by Mayor Byrnes at 7:12 P.M. in the Recreation Room of the Rancho
del Avion Mobilehome Park, 32742 Alipaz Street, San Juan Capistrano,
followed by the Pledge of Allegiance to the Flag.

Director of Administrative'Services; William Murphy, Director of
Public Works/City Engineer; David J. Smith, Director of Planning;
Mary Ann Hanover, City Clerk.
INTRODUCTION OF COUNCIL AND STAFF
Mayor Byrnes expressed the City's appreciation of the efforts of
Mr. Bud Hanson, Manager of the Rancho del Avion Mobilehome Parks,
in making the facilities available for this meeting.
Mayor Byrnes introduced the members of the City Council and City
staff to those in the audience and advised that the following written
hand-out materials were available:
1. An explanation of the proposed Tax Information Center
and exhibits.
2. A list of sources of revenue.
3. An information sheet -reflecting City growth from 1962
to 1975.
4. A directory of the information available from the various
City departments.
5. A roster of City Boards, Committees and Commissions.
6. A directory of County offices and services.
7. A brochure entitled, "Welcome to Your City Council Meeting.
CITY SERVICES, REVENUES, BUDGETS AND CURRENT PROGRAMS
City Council and staff members made oral presentations and answered
questions from the audience with regard to City services, revenues
and budgets, and current City programs. The following specific
programs were addressed:
1. Land Use Management Code and the.General Plan -
David J. Smith, Director of Planning.
2. Homeowner Warranty Program - Councilman Sweeney.
3. Taxpayers Information Center - John O'Sullivan,
Director of Administrative Services.
4. Community Center Program - Councilman Nash.
5. Agricultural Preservation - Councilman Nash.

Members of the audience expressed their concern with the condition
of Camino del Avion as it relates to traffic and pedestrian safety,
especially for children going to and from school and during
inclement weather. They were advised that an alignment study of
Camino del Avion will be presented at the Council meeting of
March 19, 1975.
Concern was also expressed with regard to the lack of patrolling
by Sheriff's units within the'mobilehome parks. The Director of
Administrative Services indicated he would draft a standard
authorization for homeowners associations and mobilehome parks
which could be supplied to the Sheriff's Department granting them
authority to enter and patrol these areas.
