ADJOURNED REGULAR MEETING OF THE CITY COUNCIL
CITY OF SAN JUAN CAPISTRANO
The Adjourned Regular Meeting of the City Council was called to order
by Mayor Byrnes at 7:15 P.M. in the City Council Chamber, followed
by the Pledge of Allegiance to the Flag.
ROLL CALL: COUNCILMEN PRESENT

Councilman Yvon O, Heckscher
Councilman Douglas B. Nash
James K. Weathers, Mayor pro tem
Councilman John B. Sweeney, who
joined the meeting at 7:30 P.M.
STAFF PRESENT: James S. Mocalis, City Manager;.John O'Sullivan,
Director of Administrative Services; William Murphy, Director of
Public Works/City Engineer; David J. Smith, Director of Planning;
Mary Ann Hanover, City Clerk.
ALSO PRESENT: W. L. Zaun, Orange County Road Department; Wendell
Hartman, County Design Engineer.
PRIMA DESHECHA DISPOSAL FACILITIES - ACCESS REPORT (LA NOVIA)
Mayor Byrnes announced that this meeting had been scheduled as a
workshop to discuss the La Novia access route to the proposed Prima
Deshecha Disposal Site with representatives of the Orange County•
Road Department, the City Council and staff.
The Public Works Director presented a review of background information
and a chronology of events regarding the disposal site. The
Director of Planning addressed the special issues involved in road
alignments through the La Novia corridor.
The Director of Public Works introduced Mr. William Zaun of the
County Road Commission who noted that the area between the Ortega
Highway and San Juan Creek Road will be added as a part of the
processing of the La Novia access route. Mr. Zaun and Mr. Wendell
Hartman presented precise studies of three proposed alignments
through the La Novia corridor to the disposal site.
The following members of the audience addressed the Council:
Mr. Fred Jenner, Mr. Winston Furl, Mr. Tom Tully, and
Mrs. Rose Corrigan. Mr. Don Palmer, Chairman of the Citizens
for Action Committee, addressed the Council and presented a
letter in opposition to the use of La Novia Avenue as an
access route.
After extensive discussion between Council, staff, and Orange
County representatives, it was moved by Councilman Nash and
seconded by Councilman Heckscher that staff be instructed to
coordinate with the Orange County Road Department staff in
preparing a presentation on all facets of the possible use of
La Pata Road as an access route to the disposal site; the
presentation is to be made at the earliest possible date,
preferably at the Council meeting of March 19, 1975. The
motion carried by.the following vote:
AYES: Councilmen Sweeney, Nash, Heckscher and
Mayor Byrnes
NOES: None
ABSENT: Councilman Weathers

ADJOURNMENT
There being no further business before the Council, the meeting was
adjourned at 9:50 P.M, to the next meeting date of Wednesday,
March 12, 1975, at Rancho del Avion Mobile Home Park, 32742 Alipaz
Street, San Juan Capistrano.
