ADJOURNED REGULAR MEETING OF THE CITY COUNCIL
CITY OF SAN JUAN CAPISTRANO
The Adjourned Regular Meeting of the City Council was called to
order by Mayor Byrnes at 7:03 P.M. in the City Council Chamber.
ROLL CALL: COUNCILMEN PRESINT:

Councilman Yvon 0. Heckscher
Councilman Douglas B. Nash
Councilman John B. Sweeney
COUNCILMEN ABSENT: None
STAFF PRESENT: John O'Sullivan, Interim City Manager/Director of
Administrative Services; William Murphy, Public Works Director/
City Engineer; David J. Smith, Director of Planning; Mary Ann
Hanover, City Clerk.
ALSO PRESENT: Parks and Recreation Commissioners Minnie Surles,
Clare Farrell, Jill Clark, Harry Schrey, and James Thorpe. .
JOINT MEETING - CITY COUNCIL/PARKS AND RECREATION COMMISSION
This meeting was called for the purpose of discussing the status,
needs and future of recreation services in the City. Public Works
Director Bill Murphy introduced himself as Secretary to the Parks &
Recreation Commission, Copies of the community brochure entitled
"Cultural and Recreational Opportunities" were presented,
The Director of Planning made a slide presentation of Bonito and
Four Oaks Parks, Junipero Serra Park, and Long Park and commented
on the equestrian system.
The assessment of recreation needs was discussed, and a summary of
6 basic approaches to implement a plan to meet these needs was
presented. Mayor Byrnes introduced Mr. David Evers of the Capistrano
Unified School District who offerred his assistance in answering
any questions relating to the school district. Council Members
and Commissioners discussed the recruitment of a person to act as
Recreation Coordinator or the recruitment of a fully experienced
person to act as department head for a Recreation Department.
PERSONNEL - RECREATION COORDINATOR
It was moved by Councilman Heckscher, seconded by Councilman
Sweeney and unanimously carried that there be a commitment on the
part of the City to structure a long-term Parks & Recreation
program and to recruit an individual who will coordinate this
program and submit recommendations to the Parks and Recreation
Commission and to the City Council, and that this person be
recruited as expeditiously as possible.
It was moved by Councilman Heckscher; seconded by Councilman
Weathers that the salary of the Recreation Coordinator be at
range No. 26.5, $1067 - $1299 per month. The motion carried by
the following vote:
AYES: Councilmen Weathers, Nash, Heckscher and
Mayor Byrnes
NOES: Councilman Sweeney
ABSENT: None
A Public Hearing is to be set for the City Council meeting of
February 19, 1975, for the proposed amendment to the Employee
Classification Plan. Councilman Heckscher requested that staff
investigate the possibility of the use of CETA funds for this
position,

CAPITAL IMMPROVEMENT PROGRAM
Council and Commissioners discussed the Capital Improvement Program as
set forth in the Parks and Recreation Element of the General Plan
and in the Suggested 5 -Year Capital Improvement Program.
FUNCTIONS OF THE COMMISSION
The functions of the Parks & Recreation Commission, as ratified
by the City Council on June 19, 1974, were discussed. It was
moved by Councilman Weathers, seconded by Councilman Sweeney and
unanimously carried that the brochure of "Cultural and Recreational
Opportunities", as modified, be distributed to City residents with
the next mailing of the water bills.
ADJOURNMENT
There being no further business before the Council, the meeting was
adjourned at 10:15 P.M. to the next regular meeting date of
Wednesday, February 5, 1975, at 7:00 P.M. in the City Council
Chamber.
