ADJOURNED REGULAR MEETING OF THE CITY COUNCIL,
CITY OF SAN JUAN CAPISTRANO, CALIFORNIA
The Adjourned Regular Meeting of the City Council was called to
order by Mayor Byrnes at 9:13 A.M., Saturday, October 12, 1974,
in the City Council Chamber. The meeting was called for the
purpose of reviewing the General Plan with the members of the
Planning Commission.
ROLL CALL: COUNCILMEN PRESENT: Roy L. Byrnes, Mayor

Councilman Douglas B. Nash
Councilman John B. Sweeney
COUNCILMEN ABSENT: None
STAFF PRESENT: John O'Sullivan, Interim City Manager/Director of
Administrative Services: George Madsen, Sr. Project Engineer;
William Murphy, Public Works Director/City Engineer; David Smith,
Director of Planning; Edward Haworth and Carl Neuhausen,'Planning
Consultants; James S. Okazaki, City Attorney.
ALSO PRESENT: Planning Commission Chairman Carol Heim and
Commissioners Robert Davies, Ken Friess and George Riley.
GENERAL PLAN - JOINT MEETING WITH PLANNING COMMISSION
The combined bodies of the City Council and Planning Commission were
presented a review of the General Plan by the Director of Planning.
Highlighted was a report on the status of the General Plan documents,
the review of alterations to the composite map since the September
17, 1974, Planning Commission Public Hearing, responses to the
written inquiries, and alterations to the General Plan text.
The Council addressed three major issues which had been raised
during the review of the General Plan. These included the preserva-
tion of agriculture, the definition of commercial areas, and a
review of the circulation system.
As a result of discussions of the above items, it was moved by
Councilman Sweeney, seconded by Councilman Nash and unanimously
carried to find as a matter of policy that the City wishes to
preserve agricultural uses within the City and that the Planning
Commission consider that direction in their preparation of the
General Plan.
In conjunction with the above motion, staff was given direction to
report on the availability of lands which have Class 1 and Class 2
soils and to explore various means through which agricultural uses
can be perpetuated.
There was a consensus of the members present that the designation
of 6 -lane roads in the General Plan was not consistent with the
overall character of the community, nor with the goals presented
in the initial stages of the General Plan program.

There being no further business before the Council, the meeting was
adjourned at 3:50 P.M. to the next regular meeting date of Wednesday,
