ADJOURNED REGULAR MEETING OF THE CITY
COUNCIL, CITY OF SAN JUAN CAPISTRANO,
CALIFORNIA
The Adjourned Regular Meeting of the City Council was called to
order by Mayor Byrnes at 7:00 P.M. at the Widd and Sea Restaurant,
Dana Point Harbor, California.

STAFF PRESENT: Donald G. Weidner, City Manager; John O'Sullivan,
Director of Administrative Services; William Murphy, Director of
Public Works/City Engineer; David Smith, Director of Planning.
ALSO PRESENT: Mayor O'Keefe and Councilmen Fox,'11olmes and Lane
from the City of San Clemente; Orange County Supervisor Riley and
Jack Guisso; George Osborne, Director of the Environmental Manage-
ment Agency; Ted McConville, Road Commissioner.
JOINT MEETING - SAN JUAN CAPISTRANO AND SAN CLEMENTE CITY COUNCILS -

Mayor Byrnes introduced Mr. George Osborne, Director of the Environ-
mental Management Agency and Mr. Ted McConville, County Road
Commissioner. Mr. McConville reviewed the history of the proposed
Prima Deshecha Sanitary Landfill and discussed alternate access
routes to the site. Questions from the San Clemente and San. Juan
Capistrano City Council Members followed. During discussion, Mayor
Byrnes suggested dual access to Prima Deshecha through San Juan
Capistrano and San Clemente.
Following further discussion, it was determined that the County
should propose a draft agreement and submit it as soon as possible to
the cities for consideration. If there is a consensus between the
County and the Cities of San Juan and San Clemente for dual access
to the landfill and the timing of construction of access routes, the
agreement is to be ratified by all three agencies.
ADJOURNMENT
There being no further business before the Council, the meeting was
adjourned at 9:20 P.M. to the next Regular Meeting date of Wednesday,
October 2, 1974, at 7:00 P.M. in the City Council Chamber.
