ADJOURNED REGULAR MEETING 01' THE CITY COUNCIL
CITY OF SAN JUAN CAPISTRANO
The Adjourned Regular Meeting of the City Council was called to order
by Mayor Byrnes at 7:00 P.M. in the City Council Chamber.
ROLL CALL: COUNCILMEN PRESENT: Roy L. Byrnes, ;Vayor
James K. Weathers, Mayor pro tem
Councilman Yvon O. Heckscher
Councilman Douglas B. Nash
Councilman John B. Sweeney
COUNCILMEN ABSENT: None
STAFF PRESENT: Donald G. Weidner, City Manager; William Murphy, Director
of Public Works; John O'Sullivan, Director of Finance; Mary Ann Hanover,
City Clerk.
DISCUSSION OF 1974-75 BUDGET AND FISCAL AND COMMUNITY SERVICES PROGRAM
Council continued review of the proposed 1974-75 fiscal budget with
discussion of various Funds, Reserves and Departmental Budgets,
CENTRAL PARK RESERVE FUND
It was moved by Councilman Nash, seconded by Councilman Weathers and
unanimously carried that the sum of $100,000 be transferred from the
Unrestricted Fund Balance to a Central Park Reserve Fund.
The transfer is for the purpose of establishing a park in the central
area of the City, possibly contiguous to a Community Center site.
CITY MANAGER'S DEPARTMENT
It was moved by Councilman Sweeney and seconded by Councilman Nash
that the sum of $7,500 allocated to organizational development be
deleted from the City Manager's departmental budget. The motion
carried by the following vote:
AYES: Councilmen Sweeney, Weathers, Nash and Mayor Byrnes
NOES: Councilman Heckscher
ABSENT: None
ADMINISTRATIVE SERVICES DEPARTMENT
It was moved by Councilman Sweeney and seconded by Mayor Byrnes that
the sum of $1,700 allocated to the rental of an IBM word processing
unit be deleted from the Administrative Services budget. The motion
failed by the following vote:
AYES: Councilman Sweeney
NOES: Councilmen Weathers, Nash, Heckscher and Mayor Byrnes
ABSENT: None
PUBLIC WORKS DEPARTMENT
It was moved by Councilman Sweeney that the sum of $1,500 for 2 radios
(Account 43) and the, sum of $900 for 1 radio (Account 51) be deleted
from the Public Works budget. There was no second tc the motion.
It was moved by Councilman Nash, seconded by Councilman Heckscher and
unanimously carried that the sum of $900 for the acquisition of 1 radio
(Account 51) be deleted from the Public Works budget.

PUBLIC WORKS BUILDING & GROTINDS
It was moved by Councilman Sseenoy, :;econded by Counci.ln:an Nash and
unanimously carried that the sum of $3,000 allocated to the repainting
of the interior of thc. City hall building be deleted from the Public
Works budget, Building & Grounds.
GENERAL FUND - PARKING LOT RECONSTRUCTION
It was moved by Councilman Sweeney and seconded by Councilman Heckscher
to delete the sum of $15,000 allocated to the reconstruction of the
Administration Building parking lot from the General Fund. The
motion carried by the following vote:
AYES: Councilmen Sweeney, Nash, Heckscher and Mayor Byrnes
NOES: None
ABSTAIN: Councilman Weathers
ABSENT: None
Cost estimates for resurfacing the parking lot will be submitted to
the Council at a later date.
GENERAL FUND - REMODELING OF ADMINISTRATION BUILDING
It was moved by Councilman Sweeney and seconded by Councilman Heckscher
to delete the sum of $10,000 allocated to the remodeling of the
Administration Building from the General Fund, Capital Projects, The
motion failed by the following vote:
AYES: Councilmen Sweeney and Heckscher
NOES: Councilmen Weathers, Nash and Mayor Byrnes
ABSENT: None
PUBLIC WORKS DEPARTMENT - PERSONNEL
It was moved by Councilman Sweeney that Public Works personnel be
reduced by 2 positions for an approximate sum of $21,000, the final
decision of the positions to be left to the discretion of the Public
Works Director and City Manager. The motion died for lack of a second.
COUNTY SHERIFF SERVICES
Councilman Sweeney- requested that the City Manager and City Attorney
supply the Council with more information and detail from other
communities and sources with regard to the cost, of contract Sheriff
charges to cities and the legality thereof.
CULTURAL AND HISTORICAL PRESERVATION RESERVE
It was moved by Councilman Nash, seconded by Councilman Sweeney and
unanimously carried that the sum of .$,50,000 be transferred from the
Unrestricted Fund Balance to a Cultural & Historical Preservation ReserT
CITY COUNCIL SPECIAL OBJECTIVES
It was moved by Councilman Nash, seconded by Councilman Weathers and
unanimously- carried that a statement be included in the City Council bud-
get under Special objectives that a consultant be retained to study the
viability of maintaining agricultural activities in *he City of San
Juan Capistrano. Staff was directed to submit feasibility estimates.
PUBLIC WORKS - EQUIPMENT
It was moved by Councilman Heckscher and seconded by Councilman Sweeney
that the Lift Truck, Capital Outlay _item in the sum of $18,000,be,
deleted from the public Works General Fund budget. The motion failed

AYES: Councilman Ileckscher
NOES: Councilmen Sweeney, Nash, Weathers and Mayor Byrnes
ABSENT: None
PROPOSED CITY PROJECTS
It was moved by Councilman Heckscher and seconded by Councilman Sweeney
that the sum of $50,000 be allocated from the Unrestricted Fund Balance
for the following projects: (a) Plans for the future development of the
"Little Hollywood" area; (b) Acquisition of various and sundry lots
in and about the City in the City's best interests to acquire; and
(c) The development of a beautification program which would be
integrated in the Community Center and historical projects that
would encompass the streets and byways within the City of San Juan
Capistrano. The motion failed by the following vote:
AYES: Councilman Heckscher
NOES: Councilmen Sweeney, Nash, Weathers and Mayor Byrnes
ABSENT: None
RECESS AND RECONVENE
Council recessed at 8:30 P.M. and reconvened at 8:40 P.M.
MISSION BELL STREET LIGHTS
Councilman Weathers requested that a survey be made to ascertain how
many mission bell light fixtures are needed to complete Camino
Capistrano.
TRAFFIC SIGNAL BACKPLATES
It was moved by Councilman Weathers, seconded by Councilman Nash ar,d
unanimously carried to transfer .`5,1,000 from the Unrestricted Fund
Balance to the Public Works Traffic Control Account 67 for conversion
to the ornamental traffic signal. backnlates.
TRAFFIC AND TRANSPORTATION COMMITTEE - TRAVEL EXPENSE
It was moved by Councilman Weathers, seconded by Councilman Sweeney
and unanimously carried that the sum of $5G0 be transferred from the
Unrestricted Fund Balance to the Public Works Traffic Control Account
52 for travel expense by members of the Traffic and Transportation
Committee.
COUNCIL CHAMBER - MICROPHONE SYSTEM
It was moved by Councilman Weathers, seconded by Councilman Nash and
unanimously carried to allocate the sum of $600 for lavolier micro-
phone installation in the Council Chamber from the Unrestricted Fund
Balance.
COUNCIL OFFICE SPACE
Council directed that office space for Council use be incorporated in
the remodeling of the Administration Building.
ADOPTION OF 1.974-75 FISCAL BUDGET
It was moved by Councilman Weathers. seconded by Councilman Sweeney
and unanimously carried that the 1974-75 fiscal budget be adopted as
modified.
