ADJOURNED REGULAR MEETING OF THE CITY COUNCIL
CITY OF SAN JUAN CAPISTRANO
The Adjourned Regular Meeting of the City Council was called to order
by Mayor Byrnes at 7:07 P.M. in the City Council Chamber.
POLL CALL: COUNCILMEN PRESENT
COUNCILMEN ABSENT
Roy L. Byrnes, Mayor
James K. Weathers, Mayor pro tem
Councilman Douglas B. Nash
Councilman John B. Sweeney
Councilman Yvon O. Heckscher, who
joined the meeting at 7:32 P.M.
STAFF PRESENT: Donald G. Weidner, City Manager: George Madsen,
Sr. Project Engineer; John O'Sullivan, Director of Finance; David
Smith, Director of Planning.
FIREWORKS STAND - YMCA
Prior to budget discussion, Mayor Byrnes asked Council to consider
approval for a YMCA Fireworks Stand at 26874 Ortega Highway. Mr. Rod
Carpenter of the South Coast YMCA explained that his organization had
been assured by the fireworks company that all necessary permits and
fees would be arranged for. This was not done, and Mr. Carpenter
needed special Council consideration in order to commence sales before
the Fourth of July. It was moved by Councilman Sweeney and seconded
by Councilman Weathers to approve the South Coast YMCA's Fireworks
Stand subject to all standard City requirements. The motion carried
by the following vote:
AYES: Councilmen Sweeney, Weathers, Nash and Mayor Byrnes
NOES: None
ABSENT: Councilman Heckscher
REQUEST FOR ADDITION OF PLANNING INTERN CLASSIFICATION
The Director of Finance requested Council's favorable action on the
addition of a Planning Intern job classification to the Salary and
Classification Plan. It was moved by Councilman Weathers; seconded
by Councilman Sweeney to amend the Salary and Classification Plan
to include the Planning Intern job description. The motion carried
by the following vote:
AYES: Councilmen Sweeney, Weathers, Nash and Mayor Byrnes
NOES: None
ABSENT: Councilman Heckscher
CONTINUED DISCUSSION OF 1974-75 FISCAL BUDGET
Council began deliberations on the 1974-75 budged with review of
General Fund Capital Outlay items. The General Fund Operating Budget
was reviewed. Departmental budget .review concluded with the Parks and
Recreation Department; the Public Works Department is to be reviewed
at the next budget study session.
ADJOURNMENT
There being no further business before the Council, the meeting was
