ADJOURNED REGULAR MEETING OF TIIE CITY COUNCIL
CITY OF SAN JUAN CAPISTRANO
The Adjourned Regular meeting of the City Council was called to
order by Mayor Byrnes at 7:02. P.M., in the City Council Chamber.
ROLL CALL: COUNCILMEN PRESENT: Roy L. Byrnes, Mayor
James K. Weathers, Mayor pro tem
Councilman Douglas B. Nash
Councilman John B. Sweeney
COUNCILMEN ABSENT: Councilman Yvon 0. Heckscher, who
joined the meeting at 7:07 P.M.
STAFF PRESENT: Donald G. Weidner, City Manager; George Madsen, Sr.
Project Engineer; William Murphy, Director of Public Works; John
O'Sullivan, Director of. Finance; David Smith, Director of Planning.
1974-75 FISCAL BUDGET STUDY
Council began its budget study with a presentation by Mrs. Minnie
Surles, representing the.Bicentennial Committee, which was requesting
$2375 for its operations. Council then heard a presentation by the
Community Counseling Center representative, Mr. Larry Flores, who
requested $673 from the City as a supplement to their federally funded
budget, Council next heard the Chamber of Commerce representative,
John Toner, make a presentation on the Chamber's request for
$15,037 in fiscal 1974-75. It was moved by Councilman Weathers and
seconded by Mayor Byrnes that $12,250 be included in the budget for
the Chamber of Commerce, $675 for the Community Counseling Center and
$2375 for the Bicentennial Committee. It was moved by Councilman
Heckscher and seconded by Councilman Nash to amend the foregoing
motion to provide a $20,000 Community Promotion budget. The amended
motion carried by the follov:,ing vote:
AYES: Councilmen Sweeney, Nash, Heckscher and Mayor Byrnes
NOES: Councilman Weathers
ABSENT: None
It was moved by Councilman Weathers and seconded by Councilman Sweeney
to provide the following in the 1974-75 budget: $12,250 for the
Chamber of Commerce, $675 for the Community Counseling Center, $2375
for the Bicentennial Committee, $150 for the San Juan Capistrano
Fiesta Association, and $2203 for Public Works expense related to
community activities. It was moved by Councilman Heckscher; seconded
by Councilman Nash to'amend the motion so that the Fiesta Association
be voted on separately. The motion failed by the following vote:
AYES: Councilmen Heckscher and Nash
NOES: Councilmen Sweeney, Weathers and Mayor Byrnes
ABSENT: None
Councilman Weathers' main motion then carried by the following vote:
AYES: Councilmen Sweeney, Weathers and .Mayor Byrnes
NOES: Councilmen Nash and Heckscher
ABSENT: None
