74-0529_CC_Minutes_Adjourned Regular Meeting133 MAY 297 1974 ADJOURNED REGULAR MEETING OF THE CITY COUNCIL CITY OF SAN JUAN CAPISTRANO The adjourned regular meeting of the City Council was called to order by Mayor Byrnes at 7:05 P.M. in the Council Chamber of City Hall. ROLL CALL: COUNCILMEN PRESENT: Roy L. Byrnes, Mayor James K. Weathers, Mayor Pro Tem Councilman Yvon O. Ileckscher Councilman John B. Sweeney Councilman Douglas B. Nash COUNCILMEN ABSENT: None STAFF PRESENT: Donald G. Weidner, City Manager; George Madsen and Jack Kubota, Consulting Engineers; William Murphy, Director of Public Works; John O'Sullivan, Director of Finance; David Smith, Director of Planning. DISCUSSION OF 1974-75 PROPOSED BUDGET AND FISCAL AND COMMUNITY SERVICES PROGRAM Council continued its review of the proposed 1974-75 budget with a discussion of the Traffic Safety Fund, followed by review of the Sewer Utility Fund, Bond Redemption and Interest Fund and Sewer Bond Construction Fund. Upon completion of its study of the various City funds, Mayor Byrnes directed the Council's attention to the Public Works operating budget with specific discussion of engineering services. Presentations were made by the Directors of Finance and Public Works and by Mr. Madsen and Mr. Kubota, all of whom spoke to the advantages and disadvantages of in-house vs. consultant engineering. ADJOURNMENT There being no further business before the Council, the meeting was adjourned at 10:08 P.M. to the next regular meeting date of June 5, 1974, at 7:00 P.M. in the City Council Chamber.
