The spocial recti.ng of the City Council was called to order by Mayor Ly.rnos at 7:01 p,ltl, for the purpose ct a review of the status of current dovel_opment and General flan prcora_�iming. The Pledge of Allegiance and Invocation was dispensed with. ROLL CALL: ALL COUNCILMEN WERE PRESENT: Rov L. Byrnes, Mayor Jamcs Weathers Yvon 0. Heckscher Douglas B. Nash John B. Sweenev PLANNING COMMISSIONERS PRESENT: Robert Davies Ken Friess Carol Heim George Riley Phil Schwartze, who joined the meeting at 7:25 p.m. STAFF PRESENT: William Murphy James Okazaki. John O'Sullivan David Smith Donald G. Weidner PRESENTATION - WALTER RICHARDSON AND ASSOCIATES The Mayor introduced Ralph Martin of Walter Richardson and Associates who presented a conceptual plan for development of approximately 1700 acres in the southeast section of the City, owned by Glendale Federal Savings and Loan Association. Mr. Martin pointed out a divergence ofopinion between his firm and the City's Planning Consultants on desirable densities for the land. He then des- cribed the topography and proposed iocaltJon, types and densities of development and open space on the property. Mr. Martin was briefly questioned by councilmen and planning commissioners concerning population, grading, traffic, and municipal services. The Council asked that Mr. :Martin provide the staff with a written report reflecting his corments. STATE OF CURRENT DEVELOPMENT Mayor Byrnes then asked the Director of Planning to present his report on the status of growth and development in the City. Ir his verbal report, Mr. Smith gave information on the types and extent of development in the City a^ well as a history of various growth and develo U.^^.lent concerns. IME: then helve his department's projections of population and physical development trends into the near future. Based on conclusions from his analysis and projections of growth, Mr. Smith commented on the need for accurate timing of future approvals for development in order tc maintain a supply of ;lousing in the corcaunity. He stated his department would monitor market trends in order to keep Council informed on that timing factor. His report continued with a comparison of existing and potential supplies of residential, romaercial and industrial facilities to current and projected popl.lations. Mr. Smith stressed the need to move quickly on the adcipti.on of imple.uenting ordinances following adoption of. the Geller:al PIC11. A detailed .schedule of planning co mission meetings from May through November 1974 was presented. Mr. Smith concluded his presentation by requesting Council end Planning Commission<ction to support the General ?!an review pro,..ess and an extension of the developmelit deferral period until. after the General Flan and Land develcpment code are adopted.
