ADJOURNED REGULAR MEETING OF THE CITY COUNCIL
CITY OF SAN JUAN CAPISTRANO, CALIFORNIA
An Adjourned Regular Meeting of the City Council was called to order at
7:00 p.m, by Mayor Byrnes.
The Pledge of Allegiance was recited. Invocation was given by George
Madsen, Senior Project Engineer.

MOTION TO READ BY TITLE ONLY
It was moved by Councilman Gammell, seconded by Councilman Weathers,
and unanimously carried to read all ordinances and resolutions by
title only.
RDINANCES AND RESOLUTIONS
1. RESOLUTION NO. 74-3-12-1: A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA, RECITING THE FACT
OF THE GENERAL MUNICIPAL ELECTION HELD IN SAID CITY OF SAN JUAN
CAPISTRANO ON THE 5th DAY OF MARCH, 1974, DECLARING THE RESULTS
THEREOF AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW was read
by title by the City Attorney.
It was moved by Councilman Weathers
to adopt Resolution No. 74-3-12-1.

The City Clerk's Certificate of Canvass of the returns of the afore-
said election was attached to and made a part of Resolution No. 74-3-12-1,
and designated Exhibit "A".
Councilmen Chermak and Gammell made remarks concerning their service
as Council Members with the City, thanked the community and their fellow
Councilmen for the constructive and cooperative support given them during
their service.
Mayor Byrnes then asked Councilmen -elect Yvon O. Heckscher, Douglas B.
Nash and John B. Sweeney to take their places on the Council dais, and
the Deputy City Clerk administered the Oath of Office and delivered a
Certificate of Election to each Councilman.
Councilmen Heckscher, Nash and Sweeney each spoke briefly of his
pleasure in being able to serve the community as Members of the City
Council. Each called for the community to work in a spirit of cooper-
ation and harmony in the important programs and decisions during the
forthcoming months.

It was moved by Councilman Weathers, seconded by Councilman Sweeney,
and unanimously carried to adopt Resolution No. 74-3-12-2.
3. RESOLUTION ioJ. 74-3-12-3: A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SAN JUAN CAPISTRANO COMMENDING JOSH GAMMELL FOR SERVICES
TO HIS COMMUNITY was read in full by Mayor Byrnes.
It was moved by Councilman Sweeney, seconded by Councilman Weathers,
and unanimously carried to adopt Resolution No. 74-3-12-3.
4. RESOLUTION NO. 74-3-12-4: A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF SAN JUAN CAPISTRANO COMMENDING JAMES F. THORPE FOR
SERVICES TO HIS COMMUNITY was read in full by Mayor Byrnes.
It was moved by Councilman Nash, seconded by Councilman Sweeney, and
unanimously carried to adopt Resolution No. 74-3-12-4.
ELECTION OF MAYOR
Mayor Byrnes turned the meeting over to the Deputy City Clerk, who
received nominations and conducted the election for Mayor.
Councilman Sweeney nominated Roy L. Byrnes. Councilman Weathers
seconded the nomination.
There being no further nominations, it was moved by Councilman Sweeney,
seconded by Councilman Weathers to elect Roy L. Byrnes as Mayor for a
term of one year. Motion was carried with the following roll -call
vote:
AYE: Councilmen Heckscher, Nash, Sweeney and Weathers
NAY: None
ABSTAIN: Councilman Byrnes
ELECTION OF MAYOR PRO TEM
Mayor Byrnes opened nominations for Mayor Pro Tem. It was moved by
Councilman Heckscher and seconded by Councilman Sweeney to nominate
Councilman Weathers as Mayor Pro Tem. There being no further nomina-
tions, Councilman Weathers was elected Mayor Pro Tem with the follow-
ing roll -call vote:
AYE: Councilmen Byrnes, Heckscher, Nash and Sweeney
NAY: None
ABSTAIN: Councilman Weathers
DISCUSSION OF APPOINTMENTS TO COMMISSIONS/BOARDS/COMAIITTEES
The Mayor then asked Council direction on the matter of appointments to
various City Commissions, Boards and Committees. The City Manager was
requested to send copies of all applications from residents for service
on Boards and Commissions to each Councilman.
It was further directed to prepare a brief description of the function:
of each of the boards and commissions which serve the Council. The
Mayor made a specific appeal to the public and to the press to pub-
licize the fact that applications are still open and the City is en-
couraging citizens to submit applications for service on the various
committees and boards. The Council took no action relative to spe-
cific appointments and indicated that they would review applications
prior to the next regular meeting at which time this matter will
again be discussed.
NEW DEVELOPMENT APPLICATIONS
Following extensive discussion pertaining to the backlog of items re-
sulting from the period during which the new Planning Commission is
being seated, it was moved by Councilman Sweeney, seconded by Council-
man Heckscher to adopt.
RESOLUTION NO. 74-3-12-5: A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SAN JUAN CAPISTRANO ESTABLISHING A DEFERRAL PERIOD FOR DEVELOPMENT
SUBMITTALS.
Said resolution, which had been read by title by the City Attorney,
was adopted by unanimous roll -call vote.'

It was moved by Councilman Nash, seconded by Councilman Heckscher,
and unanimously carried to direct Staff to prepare a report on the
current status of development, projects under construction, projects
pending before the Planning Commission, projects in the pre -planning
stages --analyzing their impact upon the upcoming General Plan review,
and theenactment of new land use and development regulations; and
assessing the possible need for a deferral of all new projects or
projects currently under consideration until such time as the General
Plan is adopted and the implementing ordinances are effective. This
report shall be prepared within thirty days.
OTHER
The City Manager requested Council direction on the recruitment and
placement process for City Clerk. Following a brief discussion,
Mayor Byrnes appointed Councilman Heckscher and Councilman Sweeney
as Council's Interview Committee. The Committee was directed to
conduct interviews prior to March 25 and submit its recommendations
on that date to the Council for the possible appointment of a City
Clerk to replace Mrs. Jo Bennitt on or about May 15th.
ADJOURNMENT
The meeting was adjourned by Mayor Byrnes at 8:16 p.m.
The next regular meeting is scheduled for March 25, 1974, at 7:00 p.m.,
in the City Council Chambers.
