ADJOURNED REGULAR MEETING OF THE CITY COUNCIL

The Adjournet. Regular Meeting of the City Council was called to
order by Mayor Nash at 7:06 P.M. in the City Council Chamber.
ROLL CALL: PRESENT: Douglas B. Nash, Mayor
Yvon O. Heekscher, Mayor pro tem
Kenneth E. Friess, Councilman
Richard D. McDowell, Councilman
ABSENT: Councilman John B. Sweeney, who joined
the meeting at 7:17 P.M.
STAFF PRESENT: James S. Mocalis, City Manager; John O'Sullivan,
Director of Administrative Services; Thomas G Merrell, Director
of Planning; Tom Baker, Recreation Coordinator; Mary Ann Hanover,
City Clerk.
DISCUSSION OF PROPOSED FISCAL BUDGET
(24) Budget Projections of Funds and Fees:
Council commenced their discussion of the proposed budget at
Page 138, Budget Projections. Councilman Sweeney requested
that a chart be provided setting forth the drainage
districts in the City.
Parks and Recreation:
In considering the funds allocated to Parks and Recreation
Projects, Council requested a breakdown of acreage devoted
to parks. Councilman Friess advised that proposed new
legislation may allow school districts to enter into long-
term leases of property and that further consideration
should be given to acquisition of the Williams Gym on Camino
Capistrano. Mayor Nash directed that the Parks and Recreation
Commission review the allocation of $200,000 to a park in
the Alto Capistrano area when there are no funds allocated
for a central park, He suggested that the 1979-80 funds for
Alto Capistrano be shifted to a central park project.
Council continued their consideration of the various fund
projections through Page 161.
City Manager's Department:
Council then considered the proposed re -organization of the
City Manager's Department as it relates to personnel changes.
A chart was provided showing the Manager's relationship to
the various department heads, as requested by Council on
June 14th.
