ADJOURNED REGULAR MEETING OF THE CITY COUNCIL
OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA
The Adjourned Regular Meeting of the City Council was called to
order by Mayor Nash at 7:10 P.M. in the City Council Chamber,
followed by the Pledge of Allegiance to the Flag. The meeting
was called for the purpose of continuing consideration of items
on the June 2, 1976, City Council Agenda and for commencement
of discussion of the 1976-77 fiscal budget.

1. FEDERAL REVENUE SHARING PLANNED USE REPORT -
ENTITLEMENT PERIOD NO. 7
(41) Council received copies of a report from the Director of
Administrative Services regarding Federal Revenue Sharing
funds for the period July 1, 1976, through December 31, 1976.
The required Planned Use Report allocates the entitlement of
$45,769.00 to acquisition of a Community Center site.
It was moved by Councilman McDowell, seconded by Councilman
Friess and unanimously carried to approve the Planned Use
Report for Entitlement Period No. 7 as submitted.

COUNCIL REMARKS
1. SIDEWALKS ADJACENT TO ORTEGA HIGHWAY (SUN HOLLOW)
(81) Councilman Sweeney noted that there are several homes in the
Sun [follow development in close proximity to the Ortega
Highway with design for installation of a meandering side-
walk between the homes and the highway. He suggested that
the County and State be requested to re -align the highway
curve away from the development. The Director of Public
Works advised he would make every effort to alleviate the
problems of traffic safety and noise as they affect the
adjacent property.
2. TREES - DEL OBISPO MEDIAN STRIP
(74) Councilman McDowell noted the letters received from Mrs.
Glenn F. Nichols regarding the sycamore trees planted in the
Del Obispo Street median strip and suggested the matter be
considered during budget discussions.
3. VARIANCES FOR FENCE SETBACKS (SUN RANCH)
(92) Councilman Friess suggested that the fence encroachments in
the Sun Ranch development be placed on a City Council Agenda
for consideration of methods to simplify the procedures for
applying for variances. The Director of Planning advised
that a report would be forthcoming on June 16, 1976.
4. TENTATIVE TRACT 9299 - AGUACATE ROAD (KCS SYSTEMS)
(85) Councilman Heckscher stated that in his opinion the earthen
dam in the Aguacate ravine had not been adequately addressed.
He requested that staff report on pros and cons of possible
measures to eventually alleviate the allegedly hazardous
situation that the dam creates without destroying the dam
and disrupting wildlife. Mayor Nash so directed.

(24) Council received copies of the study copies of the proposed
budget document for the five years beginning July 1, 1976.
The City Manager reviewed the Budget Transmittal dated
June 9, 1976, for the 1976-1981 Fiscal and Community Services
Program.
RECESS AND RECONVENE
Council recessed at 8:45 P.M. and reconvened at 9:03 P.M.
CONTINUATION OF BUDGET DISCUSSION
The Director of Administrative Services then commenced preliminary
review of proposed budgets and budget projections.

Council recessed to Executive Session at 9:35 P.M. for discussion
of personnel matters and reconvened at 10:35 P.M.

ADJOURNMENT
There being no further business before the Council, the meeting
was adjourned at 10::36 P.M. to the next meeting date of Monday,
June 14, 1976, at 7:00 P.M. in the City Council Chamber for
continued budget discussions.
