75-1229_CC_Minutes_Adjourned Regular MeetingDECEMBER 29, 1975 ADJOURNED REGULAR AIMING OF THE CITY COUNCIL SAN JUAN CAPISTRANO, CALIFORNIA The Adjourned Regular fleeting of the City Council was called to order by Mayor Weathers at 7:08 P.M. in the City Council Chamber, followed by the Pledge of Allegiance to the Flag. ROLL CALL: COUNCILMEN PRESENT: COUNCILMEN ABSENT:. James K. weathers, Mayor John B. Sweeney, Mayor pro tem Councilman Yvon O. Heckscher Councilman Douglas B. Nash Councilman Roy L. Byrnes STAFF PRESENT: James S. Mocalis, City Manager; William D. Murphy, Director of Public Works/City Engineer; David J. Smith, Director of Planning; Tom Baker, Recreation Coordinator; Lt. Jerry Krans, Orange County Sheriff's Department; James S. Okazaki, City Attorney; Mary Ann Hanover, City Clerk. PROPOSED AGRICULTURE/RESOURCE CONSERVATION PROGRAM - GUIDELINES STATEMENT Council received copies of a memorandum dated December 26, 1975, from the Director of Planning forwarding suggested revisions to the Program for Open Space Conservation and Agricultural Preserva- tion as requested by Councilman Sweeney. The suggested revisions are as follows: 1. PROPERTIES: Fourth paragraph, first sentence to read: "The Program shall not be used for acquisition of land for neighborhood parks, parkways, or flood control programs." 2. PROPERTIES: Third paragraph, add: "The Program shall be reviewed annually to insure that objectives and priorities are being met. It shall be on-going but may be terminated by action of the City "through the General Plan Amendment process." Councilman Sweeney suggested the first revision since neighborhood parks are supplied by developers; the second revision is suggested so that Council may assess the Program from time to time. It was moved by Councilman Sweeney and seconded by Councilman Heckscher to adopt the Program Statement draft of December 22, 1975, including the above two revisions, as the official Program Statement to provide the basis for the ballot measure to be placed before the voters on March 2, 1976. The motion carried by the following vote: AYES: Councilmen Sweeney, Nash, Heckscher and Mayor Weathers NOES: None ABSENT: Councilman Byrnes CITY PRIORITIES REPORT The City Nlana„er reported to the Council on the Priority List of City Activities as compiled by City staff which is proposed for translation into a multi-year budnot. The List is r,ubmit:ted for Council consideration and final dotermination of priorities at a -1- 12/29/75 meting tentatively scheduled for January 29, 1976. Following titc> City Manager's report, presentations wero made by the following staff members: Lt. Brans, Orange County Sheriff's Department; Tom Balser, Recreation Coordinator; David J. Smith, Director of Planning; William D. Murphy, Dirertor of Public works. RECESS AND RECONVENE Council recessed at 9:09 P.M. and reconvened at 9:24 P.M. COUNCIL REMARKS In response to an inquiry from Mayor weathers, the City Manager advised that the 5 -year budget is not a legal document, but a process for future planning of City activity. There was general Council discussion of the List of Priorities, and it was the consensus of the Council that a more :formal establishment of priorities be accomplished at a future Council meeting. RECESS AND RECONVENE Council recessed at 9:50 P.M. for an Executive Session for discussion of personnel matters and reconvened at 10:30 P.M. ERSONNEL - RECRUITMENT OF PLANNING DIRE -TOR It was moved by Councilman Sweeney; seconded by.Councilman Nash that the City retain Public Management Service to assist the City with the recruitment of a new Planning Director since David J. Smith, the current Planning Director, has submitted his resignation effective January 7, 1976. The motion carried by the following vote: AYES: Councilmen Sweeney, Nash, Heckscher.and Mayor Weathers NOES: None ABSENT: Councilman Byrnes ADJOURNMENT There being no further business before the Council, the meeting was adjourned at 10:33 P.M. to the next regular meeting date of Wednesday, January 7, 1976, at 7:00 P.M. in the City Council Chamber.
