The Adjourned Regular Meeting of the City Council of the City of
San Juan Capistrano, California, was called to order by Mayor
Heckscher at 11:10 A.M., in the City Council Chamber.
ROLL CALL PRESENT: Yvon O. Heckscher, Mayor
Kenneth E. Friess, Mayor pro tem,
joined the meeting at 11:16 A.M.
Richard D. McDowell, Councilman
Douglas B. Nash, Councilman
John B. Sweeney, Councilman
ABSENT: None
ALSO PRESENT: The following members of the Downtown Plaza and
Parking Study Committee: Ron Birtcher, Larry Buchheim, Mike Darnold,
Bob Gannon, Al Jimenez, Jim Tyson, John Taylor.
STAFF PRESENT: James S. Mocalis, City Manager; William D. Murphy,
Director of Public Works/ City Engineer; Thomas G. Merrell, Director
of Community Planning and Development; Mary Ann Hanover, City Clerk.
AND PARKING STUDY PHASE I
Mayor Heckscher announced that the meeting is being held so that
Members of the City Council and Members of the Study Committee may
discuss the Phase I Report submitted by the consultant and dated
January 31, 1978.
In the absence of the Committee Chairman, Mr. Ron Birtcher acted
as spokesman for the Committee and noted that the consultant's
transmittal letter sets forth three main problems within the
' downtown area; i.e., lack of services, lack of circulation system,
and appearance and livability.
The consultant recommends continuation into the subsequent phases
of the project. Phase II would include the development of an initial
concept plan, identification of development projects and community
approval of the concept plan. Phase III would include finalizing
the concept plan, implementation cost analysis, refinement of
immediate action development projects and a summary report of the
Study.
Mr. Birtcher conducted a summary commentary of the 100 -page report
for the benefit of those present. Council and Committee Members
then discussed various aspects of the report, and the Committee
advised that their report would be finalized for presentation to
the City Council at the meeting of March 1, 1978. The Committee
Members present indicated their willingness to continue serving
on the Study Committee.
ADJOURNMENT
At 1:50 P.M., it was moved by Councilman Sweeney, seconded by
Councilman McDowell and unanimously carried that the meeting be
adjourned to the next regular meeting date of Wednesday, March 1,
1978, at 7:00 P.M., in the City Council Chamber.
