ADJOURNED REGULAR MEETING OF THE CITY COUNCIL
OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA
The Adjourned R(,,,,ular Meeting of the City Council of the City of
San Juan Capistrano, California, was called to order by Mayor
Heckscher at 7:05 P.M. in the City Council Chamber, followed by
the Pledge of Allegiance to the Flag.
ROLL CALL PRESENT: Yvon 0. Heckscher, May or
Richard D. McDowell, Councilman
Douglas B. Nash, Councilman
John B. Sweeney, Councilman
ABSENT: Kenneth E. Fri.ess, Mayor pro tem
STAFF PRESENT: John O'Sullivan, Assistant Cty Manager/Director of
Administrative Services; Mary Ann Hanover, City Clerk.
1977-82 FISCAL BUDGET
(24) Mayor Heckscher requested comment from Council members with
regard to the Budget and Fiscal and Community Services Program
for the five years beginning July 1, 1977, and ending June 30,
1982.
Councilman Nasl, suggested the following budget amendments:
1. City Council, General Fund - Decrease the salaries for
Legislative Aides from 57,000 to $5,000 per year.
Council concurred with the amendment.
2� Educational Reimbursement shown*in various accounts -
'Ue-crease the total from $10,000 to $5,000, exclusive of
the Sewer Fund, with the understanding that there.will be
exceptions made. Council concurred.
3. Administrative Sery s G2 '- Indicate the

computer rental cosicUtr years as follows: $15,000,
$20,000, $18,000, $18,000, $18,000. Council concurred.
4. Payroll Burden, General Fund - Decrease the Income Continua-
tion Account by $1,000 each year; Decrease the Workman's
Compensation Account from $32,000 to $28,000 for 1977-78.
Council concurred.
5. Community Services - Would not be in favor of funding the
request of the Dana High School Band Boosters Club as
precedent setting. Larry Flores of the Community Counsel-
ing Center addressed the Council to clarify items in their
budget request. Aaron Gold addressed the Council in
support of the request of the Dana Hills Band Boosters.
Councilman Sweeney commented as follows:
1. Schedule of Funded Capital Projects, General Fund
Building Addition -.Requested that a study be provided
setting forth the requirements and needs for enlargement
of the City facilities.
2. Gas Tax Fund 2106 - Suggested that the San Juan Creek
Bridge expenditure be moved up to 1978-79. Mayor Heckscher
suggested that the $88,000 earmarked for the Aguacate Curve
could be moved to 1979-80 for the San Juan Creek Bridge.
Mr. Sweeney suggested that funding of the Ortega Highway
Signal Interconnect System be moved from 1977-78 to
1979-80.

3. City Attorney - Would support the recommendation that the
positio-n—Ue—on a salaried basis, as set forth in the
memorandum of May 26, 1977.
4. Agricultural Preservation Fund - Objects to the continuation
of the fund.
5. Airport - Noted that a request may be received for airport
reTo—cation planning funds.
Councilman McDowell commented as follows:
1. Community Planning and Development, Commentary - The
comment ' 11 . . . residents must receive prompt, friendly
service,, should apply to all employees since the purpose
of their employment is to render service to the citizens.
2. Parks - Suggested a thorough review be made of park needs
a-n-d—City ability for funding.
3. Noted that construction and land costs are exceeding interest
earned on reserve funds.
Mayor Heckscher commented as follows:
Gas Tax Fund 2106 - RequesLed that the Aguacate Curve be
moved to 78-79 or later; concurred with funding of the
San Juan Creek Bridge approach during 1978-79; suggested
that traffic signals will be needed at Aeropuerto; could
not support the Budget Projections for this fund as
presented.
Gas Tax Fund 2106:
It was the consensus of the Council that the budget for Gas Tax
Fund 2106 be returned to the Traffic and Transportation Commissio'n
for further evaluation.
2. Sewer Enterprise Funds - Mayor Heckscher noted that he did
not approve of the i rease of 1.2 manhours at the Treatment
Plant and was not in accord with the Capital Outlay expendi-
tures during 1977-78 with the exception of the rebuild of
the sludge conveyor.
3. Airport - Mayor Heckscher noted that funding of airport
securiTy personnel and corresponding income from landing
permit fees and monthly base fees have not been set forth
in the budget.
Adoption of Fiscal Budget, 1977-82:
it was moved- U -y -_Councilman McDowell and seconded by Councilman
Sweeney that the following Resolution be adopted:

1977-82 - A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA,
ADOPTING A BUDGET AND FISCAL AND COMMUNITY
SERVICES PROGRAM AND AUTHORIZING EXPENDITURES
RELATED THERETO
The motion carried by the following vote:
AYES- Councilmen Sweeney; McDowell, Nash, and
Mayor Heckscher

9 1 The Resolution adopts the Budget and Fiscal and Community
Services Program for the five years beginning July 1,1977,
and ending June 30, 1982; the total amount of authorized
expenses, transfers, and contributions to reserves for each
of the fiscal years is as follows:

COUNCIL REMARKS
1. PROPOSED RESOLUTION OF COMMEMORATION (FORSTER)
(36) Mayor Heckscher noted the passing of Mrs. Elizabeth Forster,
long-time resident and community leader, on June 29th. Council
directed that a Resolution of commemoration be prepared for
the Council meeting of July 20, 1977.
EXECUTIVE SESSION
Council recessed at 8:22 P.M. to an Executive Session for the purpose
of discussing personnel matters, the City Clerk being excused there-
from, and reconvened at 8:35 P.M.
ADJOURNMENT
There being no further business before the Council, the meeting was
.adjourned at 8:35 P.M. to the next regular meeting date of Wednesday,
July 6, 1977, at 7:00 P.M. in the City Council Chamber.
