77-0511_CC_Minutes_Adjourned Regular Meeting41 MAY 110 1977 ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA The.Adjourned Regular Meeting of the City Council of the City of San Juan Capistrano, California, was called to order by Mayor Heckscher at 7:08 P.M, in the City Council Chamber, followed by the Pledge of Allegiance to the Flag. ROLL CALL PRESENT: Yvon 0. Hecks-her, Mayor Kenneth E. Friess, Mayor pro tem Richard D. McDowell, Councilman John B. Sweeney, Councilman ABSENT- Douglas B. Nash, Councilman STAFF PRESENT: James S. Mocalis, City Manager; John O'Sullivan, Director of Administrative Services/Assistant City Manager; George M. Lohnes, Assistant City Engineer; Tom Baker, Recreation Coordinator; Ann McGowan, Sr. Recreation Leader; Mary Ann Hanover, City Clerk, PRESENTATIONS TO THE CITY (34) Mayor Heckscher advised that during a recent community trip sponsored by the City of Tijuana, Mexico, and the Department of Tourism, he had been presented with a 'Key to the City" and a plaque from Tijuana/Agua Caliente. Mayor Heckscher presented the items and requested that the City Manager initiate a procedure for the appropriate display of such expressions of goodwill, City proclamations, etc. LAND USE MANAGEMENT CODE - INDEX (55) Council received copies of a memorandum dated May 10, 1977, addressed to the Director of Planning, from the City Clerk regarding the possible preparation of an interim index for the Land Use Management Code by California Code Service, the company preparing the Municipal Code. The cost of a detailed index, not including "Uses Permitted in Districts," would be from $800 to $1,000. With the consensus of the Council, Mayor fleckscher directed that the City Clerk discuss the matter with the Director of Planning and with the codification company and report back to Council on the additional cost of including the "Uses Permitted,".additional time involved in preparation, added volume, and benefit to be gained to the users of the index. IMPROVEMENTS TO RAILROAD PASSENGER FACILITIES (88) Council received copies of a letter dated May 9, 1977, from the State Department of Transportation regarding Senate Bill 1879 which provides $350,000 to improve passenger facilities along the Los Angeles -San Diego transportation corridor. The Transit Branch of the Department is requesting information regarding any proposals the City may have for station facilities and financial participation in improvements. With the consensus of the Council, Mayor Heckscher directed that the City Manager report further on the possibility of City participation in the funding program, including any limitations on the use of such funds. Councilman Sweeney suggested that the report include the impact of tourism on City revenues as it relates to the downtown area and that consideration be given to the establishment of another depot facility connected with a downtown parking area and promotion of railway -oriented trips for vacationers. The information is to be related to the Commercial/Industrial Incentives Committee. -1- 5/11/77 42 1 INTRODUCTIONS The City Manager introduced Ms. Rebecca Casares, newly -appointed reporter representing the Daily Sun -Post newspaper. REVIEW OF 1977-82 PRELIMINARY BUDGET (24) The City Manager advised that budget discussion would include the Recreation Program and the Sewer Enterprise Fund. The Planning Department budget will be considered on May 25th. 1. RECREATION PROGRAM Council commenced their consideration of the Recreation Progral.- Budget. The City Manager advised that the Capistrano Unified School District will increase its funding of Community Service Tax monies from $4800 to $6000 per year at a rate of $2 per student. The City would relieve the schools of the administra- tive burden of providing recreation programs. Council noted that if the School District will no longer be providing recreation programs, the City should receive a greater share of the funds allocated to that purpose. A program is also being discussed whereby the City would provide staffing for the Capistrano Bay Parks and Recreation District. Council members noted their concerns with providing such services at a facility located outside of the City. Tom Baker, Recreation Coordinator, made an oral presentation of the proposed budget commencing at Page 49 and continuing through Page 59. Council discussed proposed recreation and office uses for the Hot Springs Dance Hall building and grant funds which may be available for improvements, senior citizen programs, recreation and cultural needs of the Mexican -American population, the proposed aquatic program at Dana Hills High School, personnel salary increases, and the proposal for a full time Recreation Department. Councilman Sweeney requested that a report be submitted on mileage reimbursement, including the total number of City employees involved. Councilman Sweeney requested that a report be submitted on the possibility of recovering recreation costs by use of commercial advertising in recreation brochures, including the experience of other cities. Mayor Heckscher noted that San Clemente High School and Saddleback Community College both have training programs and equipment for printing and suggested the departments be contacted. Council members reiterated their concerns with the City taking over the School District recreation programs since State guidelines for the use of the Community Service Tax funds may change. RECESS AND RECONVENE Council recessed at 8:57 P.M. and reconvened at 9:15 P.M. 2. SLIVER ENTERPRISE FUND The Director of Administrative Services made an oral presenta- tion of the proposed Sewer Enterprise Fund budget commencing with Page 130 and continuing through Page 140. Mayor Heckscher requested receipt of justification for the following capital outlay itmes listed on P ge 137: microscope, automatic sampler, gas purifiek, steam clenner, and froth spray motor. -2- 5/11/77 43 3. BUDGET MEMORANDUM Council received copies of a memorandum dated May 11, 1977, from Councilman McDowell setting forth recommendations and suggestions for procedures for budget review. Councilman Sweeney noted that he supports the establishment of priorities for each capital outlay project, funding of a Summer Youth v,mployment Program, and study of a parking district for the downtown area. Mr. Sweeney stated that a parking study report had been done several years ago and should be reviewed. Mayor Heckscher noted that he is in favor of an off-street parking study and that the Commercial/Tndustrial Incentives Committee is addressing the subject; and, that he favors landscaped median dividers due to the beauty and character added to the community. ADJOURNMENT There being no further business before the Council, the meeting was adjourned at 10:08 P.M. to the next regular meeting date of Wednesday, May 18, 1977, at 7:00 P.M. in the City Council Chamber.
