79-0711_CC_Minutes_Adjourned Regular Meeting399 JULY 11, 1979 ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA The Adjourned Regular Meeting of the City Council of the City of San Juan Capistrano, California, was called to order by Mayor Friess at 6:30 P.M., in the City Council Chamber, followed by the Pledge of Allegiance to the Flag. EXECUTIVE SESSION Council recessed to an Executive Session at 6:32 P.M., the City Clerk . being excused therefrom, and reconvened at 7:25 P.M., with all Members present. ROLL CALL PRESENT: Kenneth E. Friess, Mayor Gary L. Hausdorfer, Mayor pro tem Lawrence F. Buchheim, Councilman Phillip R. Schwartze, Councilman James F. Thorpe, Councilman ABSENT: None STAFF PRESENT: James S. Mocalis, City Manager; E. Phillip Hale, Assistant City Manager/Director of Administrative Services; William D. Murphy, Director of Public Works/City Engineer; Mary Ann Hanover, City Clerk. PUBLIC HEARINGS 1. USE OF REVENUE SHARING FUNDS, FISCAL YEAR ENDING JUNE 30, 1980 ' (41) Pursuant to the public participation requirements of the Revenue Sharing Act, as amended, the second public hearing on the proposed use of Federal Revenue Sharing Funds for Entitlement Period 10 in the amount of $112,189 is scheduled at this time in conjunction with presentation of the 1979-84 fiscal budget and prior to adoption of that budget by the City Council. Public Hearing: Notice having been given as required by law, Mayor Friess opened the Public Hearing and, there being no response, declared the Hearing closed. 2. PROPOSED ADOPTION OF THE FISCAL BUDGET FOR THE PERIOD JULY 1, 1979 - JUNE 30, 1984 (24) Council received the preliminary budget document for Programs of Community Services for the five-year period beginning July 1, 1979, and ending June 30, 1984. ' The City Manager advised that there is no requirement to set a property tax rate, but a rate for the City's bonded indebtedness must be set prior to September 1, 1979. Mr. Mocalis gave an overview of the status of budget ' revenues, expenditures and projections for the five-year period. Public Hearing: Notice having been given as required, Mayor Friess opened the Public Hearing and, concurrently therewith, Council reviewed the following program budgets: -1- 7/11/79 City Council City Manager City Clerk City Attorney Administrative Services City Treasurer Non -Allocable Expense Community Organizations Public Safety - Police Community Planning and Development Recreation Commissions, Boards, and Committees Council requested that the following items be included in a list for further discussion: - Program City Council City Manager Administrative Services Community Planning & Development Account Personnel - Legislative Aides Specialized Services Upgrading of outer conference room furniture Office Alterations Rental and Leases Specialized Services Council also requested further information on the following items: Personnel: List of authorized employee position Support for Community Organizations: Larry Flores, Community Counseling Center is to be asked to attend the meeting of July 14. RECESS AND RECONVENE Council recessed at 9:02 P.M., and reconvened at 9:15 P.M. Business License Function: Amount of revenue received from licenses; numbers of outstanding licenses not renewed. Recreation: Numbers of persons enrolled in the programs.
