80-0806_CC_Minutes_Adjourned Regular Meeting420 AUGUST 6, 1980 ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA The Adjourned Regular Meeting of the City Council of the City of San Juan Capistrano, California, was called to order by Mayor Hausdorfer at 4:35 P.M., in the San Juan Hot Springs Dance Hall. ROLL CALL PRESENT: Gary L. Hausdorfer, Mayor Phillip R. Schwartze, Mayor pro tem Lawrence F. Buchheim, Councilman Kenneth E. Friess, Councilman (arrived at 4:55 P.M.) James F. Thorpe, Councilman ABSENT: None STAFF PRESENT: James S. Mocalis, City Manager; William D. Murphy, Director of Public Works; George M. Lohnes, City Engineer; Thomas G. Merrell, Director of Community Planning and Development; Tom Tomlinson, Associate Planner; Mary Ann Hanover, City Clerk. PUEBLO SERRA PLANNED COMMUNITY - WORKSHOP (68) Mayor Hausdorfer advised that the worksession was scheduled for the purpose of reviewing development plans for the Pueblo Serra Planned Community on approximately 30 acres of land at the southeast of the intersection of Junipero Serra Road and Camino Capistrano known as Assessor's Parcels Nos. 649-011-25 and 649-011-30. The workshop aim is to present the general concept, and to recognize major issues such as a bridge over Trabuco Creek, re -alignment of Camino Capistrano, preservation of the Sycamore tree, project phasing, environmental issues, and an extension of Alipaz North. Tom Tomlinson, Associate Planner, made a slide presentation of the project and advised that Ordinance No. 297 adopted December 3, 1975, approved road alignments, land uses, development concept with a density of approximately 8 units per acre, zoning, phasing program for public improvements, neighborhood convenience center, commercial offices, archi- tectural theme, landscaping, signing, and materials. The developer has requested a change in the development phasing schedule, and amendments to road alignments, the requirement for a shuttle bus, and modification to the architectural theme to provide for stucco and wood materials. The Director of Public Works advised that past traffic circulation studies had substantiated the need for a road connection over Trabuco Creek; traffic flow over the Creek and underneath the railroad tracks had been shown to be the most desirable route. In order to preserve the Sycamore tree, the tentative map indicates a 1,000 -foot radius from the existing curve of Camino Capistrano; staff prefers a 1,200 -foot radius. Councilman Friess joined the meeting at 4:55 P.M. Lloyd Ross, applicant, advised that the developer is seeking Council direction, that 14 studies of the Alipaz alignment had been done, and that the relocation of Camino Capistrano was solely due to the Junipero Serra Road alignment. The Director of Public Works noted that the County anticipates a linkage of Junipero Serra Road which would extend over the ridgeline. 1 8/6/80 4:30 p.m. 421 Bill Bathgate, 29643 Camino Capistrano, noted that a re- alignment of Junipero Serra Road would divide the three properties to the North and that the impact has not been considered. Don Hanna, Project Manager, advised that the AT&SF Railway has not indicated a preference for either an underpass or an overpass for road purposes. Marie Patterson, representing the Capistrano Indian Council, noted that there would be a major impact on archaeology if Junipero Serra Road passed under the tracks and that the present alignment would have the least impact. Richard Gross, President, Casitas Homeowners Association No. II, inquired about the possibility of a railroad track crossing farther to the North at Avery Parkway where the bridge could mold into the hillside. Councilman Thorpe noted that the development would become a northern entrance to the City and cited concerns with traffic congestion. Arthur Lavagnino, 30797 Calle Chueca, asked if there was any possibility of another off -ramp from the freeway being installed which would delete the requirement for the. Junipero Serra crossing, and the Director of Public Works1 advised that the original General Plan showed a crossing of Trabuco Creek which was subsequently deleted. Councilman Friess suggested retaining the present road alignments with a crossing installed at Avery Parkway. Councilman Thorpe noted County development plans and the impact of the proposed San Joaquin corridor which will add traffic to the Avery Parkway area. Mr. Thorpe suggested consideration of a small bridge at Oso Road to serve the City, which would not be a major arterial; noted that it is not necessary to further accommodate traffic from Dana Point and Laguna Niguel on City roads since those areas have faster, direct access to the freeway. Mr. Bathgate noted that changes in circulation patterns at the norhtern part of the City should consider all alternatives, including visual impacts and extension of Trabuco Road to the freeway. In response to Mr. Ross, the Director of Community Planning and Development advised that ordinance amendments would be submitted by approximately October 1st. Mayor Hausdorfer summarized the workshop discussion, as follows: (1) Trabuco Creek Bridge Crossing - staff is to discVss future plans, costs, and overhead or underground railway crossing with representatives of the County and Railway, within the next 120 days. (2) Staff is to submit proposed amendments to Ordinance No. 297 within 45-60 days. (3) Staff is to review means of assuring the preservation of the Sycamore tree, within the next 120 days. (4) Staff is to notify the County and Caltrans of archaeological deposits at the site. (5) Staff is to include in the report the types of impacts that would be created if the present road alignments remain and Camino Capistrano expanded to include 2 8/6/80 4:30 p.m. 422 improvements to the easterly side. The report is also to include review of an extension of Trabuco Creek Road. Mr. Ross requested direction on types of monument signing desired; Council concurred with the suggestion of Mr. Thorpe that pre -development discussions with the City Council would be appropriate. ADJOURNMENT There being no further business before the Council, the meeting was adjourned at 6:05 P.M., to the regular meeting at 7:00 P.M., in the City Council Chamber.
