ADJOURNED REGULAR MEETING OF THE CITY COUNCIL
OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA
The Adjourned Regular Meeting of the City Council of the City of
San Juan Capistrano, California, was called to order by Mayor Friess
at 4:07 P.M., in the City Council Chamber.
ROLL CALL PRESENT: Kenneth E. Friess, Mayor
Gary L. Hausdorfer, Mayor pro tem
Lawrence F. Buchheim, Councilman
Phillip R. Schwartze, Councilman
James F. Thorpe, Councilman
ABSENT: None
STAFF PRESENT: James S. Mocalis, City Manager; Mary Ann Hanover,
City Clerk; William D. Murphy, Director of Public Works, and Members
of the Public Works Department.
(74) The Director of Public Works gave a brief overview of the
duties of the Administration, Engineering, Building and
Grading, Public Works, and Pollution Control Divisions of
the Department, as set forth in the organizational charts
presented. A slide presentation of departmental functions
was made.
Mayor Friess advised that the intent of the meeting was to
encourage communication and exchange of ideas, philosophy,
and complaints.
General discussion followed covering such items as street
sweeping, building and grading, plan check, construction
noise enforcement, traffic circulation proposals in the
downtown area, litter on Cal Trans rights-of-way, future
Sunday closing of the Prima Deshecha Landfill, parking of
recreational vehicles on residential streets, dog litter
on park lawn areas, tree trimming in residential areas.
(57) Noise Regulations/State Rights -of -Way:
(27) There was a concurrence of Council that an ordinance be
prepared amending the noise regulations by omitting references
to decible levels. Staff is to contact the City of Huntington
Beach regarding clearing litter from State rights-of-way by
City crews with bills submitted to Cal Trans.
ADJOURNMENT
There being no further business before the Council, the meeting was
adjourned at 5:05 P.M., to a Traffic Circulation Workshop at 8:00 P.M.,
in the San Juan Hot Springs Dance Hall, 32506 Paseo Adelanto.

OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA
The Adjourned Regular Meeting of the City Council of the City of
San Juan Capistrano, California, was called to order by Mayor
Friess at 8:10 P.M., in the San Juan Hot Springs Dance Hall with
all Council Members present.
Representatives of the City's Appointive Commissions and Boards
were present, as well as the City Manager; Director of Administrative
Services; Director of Public Works; Director of Community Planning
and Development; Director of Recreation; and City Clerk.
(44) TRAFFIC CIRCULATION WORKSHOP
Mayor Friess advised that the purpose of the meeting was to
discuss traffic circulation issues both inside and outside
of the City limits in a workshop setting with no decisions
to be made.
Exhibits were on display. George Alvarez, City Traffic
Engineer, set forth the background of traffic studies,
including the County Master Plan of Streets and Highways,
the SouthEast Orange County Circulation Study (SEOCCS), and
County General Plan Amendment 79-3 which proposes the
reinstatement of Junipero Serra Road as an Arterial Highway.
Mr. Alvarez then reviewed the projects proposed for construction
within the next five years.
SUMMARY OF WORKSHOP STATEMENTS
Priorities for Traffic Inside of City Limits:
Camino Capistrano bridge widening at San Juan Creek
Road and realignment of railroad.
Extension of Alipaz North.
Rancho Viejo Road from Endevco to Ortega.
Widening of San Juan Creek Road from La Novia.
Alipaz south of Del Obispo.
Widening of Rancho Viejo Bridge.
Trade deletion of Horno Creek Road and La Novia
for a less mitigating impact on Junipero Serra.
Consider whether it costs more to participate in
AHFP than the City gains.
City has choice of not accepting AHFP funds and
requesting return of City allocations.
Decision to be made on desirability of construction
of Junipero Serra - not shown on City or
County plans.
Support Stonehill extension.
No benefit to Junipero Serra without Alipaz extension.
I£ Junipero Serra bridge not tied in, there is no
solution.
Improve traffic flow at Del Obispo and Ortega.
Ask State to sign freeway to encourage beach traffic
to bypass City.
Premise of General Plan was that the downtown should be
a pleasant place for people who live here.
Priorities for Traffic Outside of City Limits:
Negotiate with County for construction of San Joaquin
Corridor, Junipero Serra and Stonehill which is most
beneficial to the City in order to retain AHFP funding.
San Joaquin Corridor and Junipero Serra - no direct benefit.

Junipero Serra essentially serves County purposes only -
impacts without Golden Lantern will be vast.
County residents would be forced to use Stonehill if
Alipaz is not constructed.
Should roads determine City policy?
Are roads determining lifestyle?
Need guarantees from County for construction of roads
designated on maps, since designation is County
justification for approving land use and housing.
No benefit to Junipero Serra without Alipaz extension.
Are roads to serve the people or people to serve the
roads?
(32) MEETING SCHEDULES
Mayor Friess thanked the persons attending the workshop and
advised that meetings would be held monthly; the next session
to be a discussion of development concerns.
(52) APPROVAL OF PUBLIC LIBRARY GROUND LEASE
(38) (CAPISTRANO UNIFIED SCHOOL DISTRICT)
Approval of Lease:
It was moved by Councilman Hausdorfer, seconded by Councilman
Schwartze and unanimously carried to approve the Ground Lease
between the City and the Capistrano Unified School District
for the purpose of constructing a local branch of the Orange
County Library System on property located at the intersection
of E1 Camino Real and Acjachema Street and to authorize the
City Manager to forward the Lease to the School District for
approval by the Board of Trustees. The Lease is for a period
of 50 years from commencement of construction and provides for
a contribution by the City of a sum not to exceed $135,000 to
be used by the District for construction of 6 public tennis
courts at Capistrano Valley High School; in addition, the City
shall maintain and operate the existing tennis courts at the
Capistrano Union High School site for use by the general public
without charge during non -school hours.
ADJOURNMENT
There being no further business, the meeting was adjourned at
10:55 p.m., to the next regular meeting date of Wednesday,
November 7, 1979, at 7:00 p.m., in the City Council Chambers.
