80-1001_CC_Minutes_Adjourned Regular MeetingM OCTOBER 1, 1980 ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA The Adjourned Regular Meeting of the City Council of the City of San Juan Capistrano, California, was called to order by Mayor Hausdorfer at 4:55 p.m., in the San Juan Hot Springs Dance Hall. ROLL CALL PRESENT: Gary L. Hausdorfer, Mayor Phillip R. Schwartze, Mayor pro tem Lawrence F. Buchheim, Councilman Kenneth E. Friess, Councilman (arrived at 5:35 p.m.) One Office Vacant PLANNING COMMISSION: Anthony L. Bland, Chairman ABSENT: Dee Tyler, Vice Chairman, Planning Commission Michael Berns, Planning Commissioner Robert Davies, Planning Commissioner Steve Rios, Planning Commissioner STAFF PRESENT: E. Phillip Hale, Assistant City Manager/Director of Administrative Services; William D. Murphy, Director of Public Works; Larry Lawrence, Senior Planner; Mary Ann Hanover, City Clerk. HILLSIDE GUIDELINES WORKSHOP (68) Mayor Hausdorfer announced that the workshop was called for continued review and discussion of the proposed Development Guidelines for Hillside Custom Homes among members of the City Council, Planning Commissioners, staff, developers, and the community. A previous workshop was held on June 25, 1980. Mayor Hausdorfer noted for the benefit of those present that there is strong community support for preservation of the ridgelines and that there are no proposed changes in the ridgeline policy of the City. Written Communications: Report dated October 1, 1980, from the Director of Community Planning and Development forwarding draft changes to the Guideline criteria. Discussion: Councilman Schwartze noted that owners would tend to maintain ,cut slope areas on the uphill side of lots, which would be an added advantage. Walter Wood noted that grading regulations would preclude horses and stalls on downslopes; Mr. Lawrence advised that further work is to be done on percentage of grading; road access would be preferred on uphill slopes. Mr. Schwartze suggested inclusion of wording to the effect that the City is receptive to innovative designs; Mr. Bland suggested that home designers be encouraged to become involved in local conditions and aware of designs appropriate to the area. The Director of Public Works advised that any building width in excess of 35 feet would be referred to the Planning Commission or City Council. Mayor Hausdorfer suggested another workshop be held in six months to review the effects of the Guidelines. Tim Kruer suggested that a statement of goals and objectives be included rather than a specific footage for building widths. A "step" design was also recommended which would nestle buildings into the hillside. -1- 10/1/80 4:30 Council concurred on the following matters: (1) A Statement of Goals is to be included in the Guidelines regarding reduction of visual impact caused by cut slopes. (2) Thirty -five-foot building width: there may be other alternatives to a strict 35 -foot interpretation (3) Page 8, Section D regarding ten percent slopes, last sentence to read, "The grading of slopes of ten percent or more to create large flat areas for such facilities as tennis courts and riding rings may require more intensive review." (4) Page 10, Section G, to read, "Landscape planting will be required ." (5) Page 10, Paragraph J, regarding night lighting, is to be retained. In addition, exemptions for lots already graded are to be considered further by staff. With Council concurrence, Mayor Hausdorfer directed that the Guidelines be amended with underlining for Council review and then scheduled for the Agenda. Participants expressed appreciation to the City for the opportunity to interact in the workshop setting. ADJOURNMENT There being no further business, the meeting was adjourned at 6:10 p.m.,to the regular City Council meeting time of 7:00 p.m., in the City Council Chambers.
