ADJOURNED REGULAR MEETING OF THE CITY COUNCIL
OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA
The Adjourned Regular Meeting of the City Council of the City of
San Juan Capistrano, California, was called to order by Mayor
Buchheim at 7:04 p.m., in the City Council Chamber.

Anthony L. Bland, Mayor pro tem
Kenneth E. Friess, Councilman
Gary L. Hausdorfer, Councilman
Phillip R. Schwartze, Councilman
ABSENT: None
STAFF PRESENT: Stephen B. Julian, City Manager; Bob Boone,
Accounting Officer; William D. Murphy, Director of Public Works;
Thomas G. Merrell, Director of Community Planning and Develop-
ment; James S. Okazaki, City Attorney; Mary Ann Hanover, City
Clerk.
CONSULTANT'S REPORT. CITY FEES AND FINANCES
(41) The City Manager provided background information on the
compilation of the consultant's revenue and cost study of
non -tax financed City services and introduced Doug Ayres,
President, Management Services Institute. Mr. Ayres
reviewed the philosophical shift in governmental accounting
methods required by the passage of Propositions 13 and 4.
Constitutional mandates require annual review of fees and
charges, and adaptation of business pricing whereby each
service meets expenses from revenues or is subsidized, thus
forcing a cost-consciousness. It was recommended that an
Ordinance be adopted defining "costs reasonably borne." In
response to Council, Mr. Ayres stated that the City's
accounting system is standard, the City's financial strength
is satisfactory, and that adequate funds have not been
allocated for maintenance and replacement of streets,
sewers, storm drains, etc; financing may be accomplished
through special assessments, developer impact fees or State
legislation.
Council concurred with the recommendation of the City
Manager that staff be directed to analyze the report and
provide schedules and proposed means of financing with a
preliminary report to be submitted within 30 days and a
comprehensive report to be submitted by January 1, 1983.
Council requested that methods for providing public
information be formulated.

CLOSED SESSION
Council recessed to Closed Session at 8:39 p.m., for discussion
of personnel matters, the City Clerk being excused therefrom, and
reconvened at 8:39 p.m.
ADJOURNMENT
There being no further business before the Council, the meeting
was adjourned at 8:40 p.m., to the next regular meeting date of
Tuesday, October 5, 1982, at 7:00 p.m., in the City Council
Chamber.
