82-0831_CC_Minutes_Adjourned Regular Meeting371 AUGUST 31, 1982 ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA The Adjourned Regular Meeting of the City Council of the City of San Juan Capistrano, California, was called to order by Mayor Buchheim at 7:05 p.m., in the City Council Chamber. ROLL CALL PRESENT: Lawrence F. Buchheim, Mayor Anthony L. Bland, Mayor pro tem Kenneth E. Friess, Councilman (Arrived at 7:07 p.m.) Gary L. Hausdorfer, Councilman Phillip R. Schwartze, Councilman ABSENT: None STAFF PRESENT: Stephen B. Julian, City Manager; E. Phillip Hale, Assistant City Manager/Director of Administrative Services; William D. Murphy, Director of Public Works; Thomas G. Merrell, Director of Community Planning and Development; Mary Ann Hanover, City Clerk; James S. Okazaki, City Attorney. 1982-87 FISCAL BUDGET - ADOPTION (24) Written Communications: Report dated August 31, 1982, from the City Manager. Public Hearing: Notice having been given as required by law, Mayor Buchheim opened the Public Hearing; and, there being no response, closed the Hearing with the right to re -open at any time. Discussion: Council Friess joined the meeting and requested (a) consideration of salaries for Legislative Aides and the City Treasurer; (b) that Council formulate a policy with regard to maintenance of equestrian/hiking trail systems and funding thereof, with consideration given to either including the trails in the park system or as an adjunct to the recreation program and maintained by City funding. Mr. Friess requested that staff consider potential costs; (c) requested that staff provide a plan to alleviate the budget deficit of $400,000 and recommend additional sources of revenue. Councilman Bland favored support of the trail system; Councilman Hausdorfer noted that funds could be generated by equestrian events rather than from the equestrian community; Councilman Friess suggested levying additional fees for the Trail Ride and Swallows Day Parade registrations and review of City ability to finance the goals of the General Plan. -1- 8/31/82 372 There was concurrence of Council that every effort should be made to present a balanced budget for 1983-84 and that additional sources of revenue should be investigated. Councilman Bland noted that budgets generally are guidelines and that expenditures should be reviewed throughout the year. Pedestrian Safety - Del Obispo Street Sidewalk: The City Manager advised that the budget includes $50,000 for the above project. The Director of Public Works provided Council with copies of preliminary plans and cost figures based on acquiring necessary right-of-way through negotiation with the property owner. Estimated costs range from $22,000 for a paved asphalt sidewalk without base material, plus $30,500 for guardrail protection and $16,000 for traffic devices to $150,000 for full improvements. Estimates do not include right-of-way acquisition. Adoption of 1982-87 Fiscal Budget; It was moved by Councilman Schwartze and seconded by Councilman Hausdorfer that the following Resolution be adopted: RESOLUTION NO. 82-8-31-1 - ADOPTION OF FISCAL OF SAN JUAN CAPISTRANO, CALIFORNIA, ADOPTING A FIVE-YEAR FISCAL PROGRAM AND BUDGET AND AUTHORIZING EXPENDITURES AND APPROPRIATIONS RELATED THERETO The motion was subsequently amended to include direction to staff to accomplish construction of an interim, asphalt paved sidewalk with guardrail and traffic devices on Del Obispo Street from the area of the Vermeulen Ranch Market to the Marco Forster School property, and the motion carried by the following vote: AYES: Councilmen Friess, Hausdorfer, Bland, Schwartze, and Mayor Buchheim NOES: None ABSENT: None r - CLOSED SESSION Council recessed to Closed Session at 7:35 p.m. for personnel and legal matters, the City Clerk being excused therefrom, and reconvened at 8:58 p.m. ADJOURNMENT _ There b g no further business before the Council, the meeting was adjourned at 8:58 p.m., to the next regular meeting date of Tuesday, September 7, 1982, at 7:00 p.m., in the City Council Chamber.
