82-0824_CC_Minutes_Adjourned Regular Meeting369 AUGUST 24, 1982 ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA The Adjourned Regular Meeting of the City Council of the City of San Juan Capistrano, California, was called to order by Acting Mayor Hausdorfer at 7:10 p.m., in the San Juan Hot Springs Dance Hall. ROLL CALL PRESENT: Gary L. Hausdorfer, Acting Mayor Kenneth E. Friess, Councilman Phillip R. Schwartze, Councilman ABSENT: Lawrence F. Buchheim, Mayor Anthony L. Bland, Mayor pro tem STAFF PRESENT: Stephen B. Julian, City Manager; E. Phillip Hale, Assistant City Manager/Director of Administrative Services; William D. Murphy, Director of Public Works; Thomas L. Baker, Director of Recreation; Raymundo Becerra, Senior Planner; Pam Gibson, Administrative Assistant; Mary Ann Hanover, City Clerk. 1982-87 FISCAL BUDGET - CAPITAL PROJECTS STUDY SESS (24) The City Manager advised that the Capital Projects Budget included the new categories of Grants in Aid and Encumbered Projects. The Administrative Assistant explained the criteria and process for ranking the projects. Council concurred that the following projects are to be scheduled for future Agenda discussion: (1) Del Obispo Street Pedestrian Safety Project. Means of separating traffic, bicycles, and Marco Forster School students were discussed, as well as the need for street improvements and contact with the property owner regarding rights-of-way. Councilman Schwartze requested receipt of the site plan. (2) San Juan Creek Road/Camino Capistrano Traffic Signal. Possible solutions for traffic congestion were discussed such as use of a traffic officer. Funding status of the Stonehill Drive connection to the I-5 Freeway was discussed and Councilman Schwartze cited an upcoming Orange County Transportation Commission draft report of funding mechanisms. -1- 8/24/82 370 (3) Fire Station Renovation. In response to Councilman Hausdorfer, the Director of Recreation advised that Phase I included parking, restrooms, and building improvements required for public use. (4) Civic Center Design. A meeting of the Public Facilities Committee will be scheduled and information provided in the near future. (5) Special Projects. It is anticipated that the Special Projects will be completed during 1982-83.
