ADJOURNED REGULAR MEETING OF THE CITY COUNCIL
OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA
The Adjourned Regular Meeting of the City Council of the City of
San Juan Capistrano, California, was called to order by Mayor
Buchheim at 7:00 p.m., in the San Juan Hot Springs Dance Hall
for the purpose of discussing the 1982-87 fiscal budget.
ROLL CALL PRESENT: Lawrence F. Buchheim, Mayor
Anthony L. Bland, Mayor pro tem
Gary L. Hausdor£er, Councilman
ABSENT: Kenneth E. Friess, Councilman
Phillip R. Schwartze, Councilman
STAFF PRESENT: Stephen B. Julian, City Manager; E. Phillip Hale,
Assistant City Manager/Director of Administrative Services;
William D. Murphy, Director of Public Works; Raymundo Becerra,
Acting Director of Community Planning and Development; Thomas L.
Baker, Director of Recreation; Mary Ann Hanover, City Clerk.
1982-87 FISCAL BUDGET - OPERATING BUDGETS
The City Manager made an oral presentation citing reasons for
potential decreases in future revenues and advised that there
would be a loss of $220,000 in motor vehicle in lieu fees.
General Fund Balances, Projected 1982-83, were corrected as
follows:
Fund Balances: $2,032,700
Estimated Revenue - Total: 4,032,700
Fund Balances and estimated
Revenue - Total: 6,106,100
Ending Fund Balances: 1,562,200
A presentation is to be scheduled for the first part of September
on various cost centers and direct costs of providing municipal
services. Council discussed the effect of decreased building
activity and property taxes, and salaries for the legislative
aide position.
Mr. Julian reviewed the departmental operating budgets and
highlighted the following proposed personnel changes:
City Manager's Department:
A Secretary I position is added; consolidation of Personnel
Services is proposed.
City Clerk's Department:
The minute secretary position is deleted, with additional
funds allocated in the specialized services account for such
services.

CityTreasurer:
Council requested
the Budget Public
that a salary increase be considered at
Hearing.
Administrative Services:
The same level of service is proposed.
Community Planning and Development:
Personnel upgrades will result in three Senior Planner, two
Associate Planner, and one Assistant Planner positions.
Recreation:
Additional part-time employees are proposed for the Fire
Department building as well as reclassifications to
administrative secretary and recreation specialist.
Public Works:
The same level of service is proposed; contract custodial
services are proposed as a specialized service.
The first Public Hearing on the proposed budget is scheduled for
August 17, 1982, and individual department heads will present
their budgets at that time. The City Treasurer and the
representatives of committee organizations are to be notified of
the Public Hearing.
ADJOURNMENT
There being no further business before the Council, the meeting
was adjourned at 8:00 p.m., to the next regular meeting date of
Tuesday, August 17, 1982, at 7:00 p.m., in the City Council
Chamber.
