82-0622_CC_Minutes_Adjourned Regular Meeting293 JUNE 22, 1982 ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA The Adjourned Regular Meeting of the City Council of the City of San Juan Capistrano, California, was called to order by Mayor Buchheim at 8:07 a.m., in the City Council Chamber. ROLL CALL PRESENT: Lawrence F. Buchheim, Mayor Kenneth E. Friess, Councilman Gary L. Hausdorfer, Councilman Phillip R. Schwartze, Councilman ABSENT: Anthony L. Bland, Mayor pro tem STAFF PRESENT: Stephen B. Julian, City Manager; E. Phillip Hale, Assistant City Manager/Director of Administrative Services; Mary Ann Hanover, City Clerk. BIDS, CONTRACTS, AGREEMENTS 1. SAN JUAN CAPISTRANO PUBLIC LIBRARY - LEASE AMENDMENT AND (52) Written Communications: Report dated June 22, 1982, the bids received on June 8 Library and Auditorium. from the City Manager regarding for construction of the Public The City Manager made an oral report and advised that the proposed First Amendment to Lease between the County and City was required to assure County use of the additional facilities to be constructed. Mr. Julian also recommended that the City not pursue issuance of Certificates of Participation for funding purposes but utilize existing City revenues. Council took the following actions: (1) First Amendment to Lease: It was moved by Councilman Schwartze, seconded by Councilman Friess and unanimously carried to approve the First Amendment to Lease between the County of Orange and the City. (2) Award of Construction Contract: It was moved by Councilman Hausdorfer, seconded by Councilman Friess and unanimously carried to award the contract for construction of the Public Library -1- 6/22/82 2V and Auditorium project to the low bidder, Cecil Mays, Newport Harbor Construction, in the amount of $1,479,084 and to reject all other bids received. The award includes the base bid and Alternates (marble or quartz in lieu of slag), 13 (motorized screen), 15 (table lamps), and 16 (gas in lieu of electric heat pumps). (3) 1981-82 Budget Amendment: It was moved y Councilman Friess, seconded by Councilman Schwartze and unanimously carried to authorize a 1981-82 budget amendment for the Public Library and Auditorium project of $1,600,000, and interfund transfers of $361,500 from the General Fund Civic Center Reserve and $338,500 from the General Revenue Sharing Fund. (4) Escrow Deposit: It was moved by Councilman Schwartze, seconded by Councilman Friess and unanimously carried to authorize and direct the Director of Administrative Services to deposit the sum of $700,000 to Escrow Account 4007-P, Capistrano National Bank. WORD PROCESSING EQUIPMENT - ACCEPTANCE OF PROPOSAL (IBM) Written Communications: (38) ( ) Report dated June 15, 1982, from the City Clerk forwarding the results of proposals received for word processing equipment and copies of the analysis prepared by Stately and Associates. (2) Letter dated June 21, 1982, from Joanna M. Clark, 31815 Camino Capistrano, San Juan Capistrano. Acceptanceof Proposal: It was moved youccilman Hausdorfer, seconded by Councilman Friess to authorize the purchase of the IBM Display Writer for use in the City Clerk's Department at a total purchase price of $24,295.00 from Special Projects funds included in the 1981-82 Records Management budget. CLOSED SESSION Council recessed to Closed Session for the discussion of legal matters, the City Clerk being excused therefrom. _ COUNCIL ACTIONS SETTLEMENT OF CLAIM It was moved by Councilman Schwartze, seconded by Councilman Friess and unanimously carried to authorize the City Manager and City Attorney to negotiate a claim settlement in an amount not to exceed $7500. -2- 6/22/82 295 ADJOURNMENT There being no further business before the Council, the meeting was adjourned at 8:28 a.m., to the next meeting date of Tuesday, July 6, 1982, at 7:00 p.m., in the City Council Chamber.
