ADJOURNED REGULAR MEETING OF THE CITY COUNCIL
OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA
The Adjourned Regular Meeting of the City Council of the City
of San Juan Capistrano, California, was called to order by
Mayor pro tem Bland at 8:00 p.m., in the City Council Chamber,
for the purpose of discussing the proposed Housing Opportunities
Program.

Gary L. Hausdorfer, Councilman
Phillip R. Schwartze, Councilman
ABSENT: Lawrence F. Buchheim, Mayor
STAFF PRESENT: Stephen B. Julian, City Manager; Thomas G. Merrell,
Director of Community Planning and Development; Michael Porter,
Assistant Planner; Mary Ann Hanover, City Clerk.
HOUSING OPPORTUNITIES PROGRAM WORKSHOP
Written Communications:
The proposed Housing Opportunities Program text was
distributed to Council at the meeting of March 2, 1982.
Council received funding and mortgage loan information.
The Director of Community Planning and Development advised
that a Public Hearing was scheduled for May 4, 1982.
Housing Consultant Ralph Castenada introduced John Gibson,
Manager of the County Housing Financing Program, and
Jim Markman, attorney specializing in re -development law.
Oral presentations were made and discussion followed
covering such matters as acquisition and occupancy costs,
definition of income groups and criteria for qualifying
for housing assistance. An applicant must be a first time
buyer with an income of no more than 120 percent of the
median, which is currently $32,000; maximum sales price
would be $90,000 - $95,000 not including taxes, association
fees, etc.
Local financial resources, mortgage revenue bonds, tax
increment financing, and public powers were described, as
well as implementation procedures, tax exempt status of
bonds, funding of rental housing, County Housing Authority
involvement, staff time, and drawbacks of City involvement.

Mr. Markman discussed the redevelopment process, advised
that a project area is not required to be contiguous
property, and defined blighted area as an area not
developed without the infusion of public monies. Housing
redevelopment would include a Project Area Committee
composed of local residents; City Council and staff
members cannot own property in the project area, due to
conflicts of interest.
Council was advised that the Shared Equity Co -Investor
concept entails sharing of down payment, interest and
mortgage payments, and profit, i.e., shared appreciation.
The Director of Community Planning and Development noted
that developments with a sales price exceeding $95,000
would require additional financial mechanisms.
Representatives of Arosa will present plans for a density
bonus program at the May 4 Public Hearing.
ADJOURNMENT
There being no further business before the Council, the meeting
was adjourned at 9:45 p.m., to the next meeting date of Tuesday,
May 4, 1982, at 7:00 p.m., in the City Council Chamber.
