ADJOURNED REGULAR MEETING OF THE CITY COUNCIL
OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA
The Adjourned Regular Meeting of the City Council of the City of
San Juan Capistrano, California, was called to order by Mayor
Bland at 7:05 p.m., in the San Juan Hot Springs Dance Hall.

STAFF PRESENT: Stephen B. Julian, City Manager; Bob Boone,
Director of Administrative Services; William D. Murphy, Director
of Public Works; Thomas G. Merrell, Director of Community
Planning and Development; Thomas L. Baker, Director of
Recreation; Mary Ann Hanover, City Clerk; Cheryl Johnson,
Recording Secretary.
PUBLIC HEARING
1. 1983-88 FISCAL BUDGET REVIEW -
OPERATING BUDGETS
(24) Proposal:
Public Hearing conducted to review Department Operating
Budgets and Community Organizations' funding requests.
Written Communications:
(1) Copies of the Preliminary Budget had been provided to
Council and staff at the June 9 Council meeting.
(2) Report dated June 10, 1983, from the City Manager,
forwarding written requests for funding submitted by
community organizations.
The City Manager highlighted changes in the budget format
and generally pointed out proposed sources of revenue,
cutbacks, and personnel changes in department budgets.
Public Hearing:
Notice having been given as required by law, Mayor Bland
opened the public hearing and discussion ensued:
City Council - The level of service remains the same.
City Manager - No increases in the level of service were
proposed for 1983-84.

City Clerk - The City Clerk noted cuts, in the amount of
$16,500, had been made from the original budget proposal and
that a hiring freeze was currently in effect which precluded
the filling of vacant positions.
City Attorney - The total budget had been reduced from
1982-83; all legal expenses will be budgeted in the City
Attorney's budget, including Claim service.
City Treasurer - No change in the level of service was
proposed.
Administrative Services - The Accounting Officer position
was deleted and a new Accountant position proposed at a lower
funding; one Clerk Typist position was deleted from the
1983-84 budget. The Director of Administrative Services
noted major expenses in the budget.
Community Organizations - Requests for funding were received
from the following organizations:
(1) Community Counseling Center, 32141-B Alipaz Street, was
represented by Kirk Goodfellow; funding was requested
in the amount of $20,000.
(2) Chamber of Commerce, 31882 Camino Capistrano, was
represented by Joe Quintana and Janice Arnone; funding
was requested in the amount of $61,400 for
establishment of a South Orange County Visitor and
Convention Bureau.
(3) San Juan Capistrano Historical Society, P. 0. Box 81,
was represented Carol Heim; funding was requested in
the amount of $5,400.
(4) San Juan Capistrano Fiesta Association, P. O. Box 532,
was represented by Mac McDowell; funding was requested
in the amount of $3,000.
(5) Sister Cities Program; funding was requested in the
amount of $500.
(6) Capistrano Indian Council, P. O. Box 304, was
represented by Teeter Romero; funding was requested in
the amount of $1,650.
(7) South County Youth Shelter, 508 St. Ann's Drive, Laguna
Beach, 92651; funding was requested in the amount of
$3,800.
(8) We -Tip, P. O. Box 740, Ontario, 91761; funding was
requested in the amount of $1,000.

(9) San Juan Beautiful, P. O. Box 301; no specific funding
was requested. It was noted that they have been
traditionally funded for Public Works services for tree
planting, etc.
(10) Concept Communications, 31952 Del Obispo Street, Suite
120, was represented by Jeff Vasquez; funding was
requested in the amount of $12,500.
(11) Libros y Artes de San Juan Capistrano, 31431 Camino
Capistrano, was represented by Gep Durenberger; funding
was requested in the amount of $10,000.
(12) Mission Archaeological Project, Department of
Anthropology, Chapman College, 92666, was represented
by Nicholas Magalousis; funding was requested in the
amount of $10,000.
(13) Laguna Beach Free Clinic, 460 Ocean Avenue, Laguna
Beach, 92651, was represented by Bill Gustayson;
funding was requested in the amount of $500.
(14) Human Options Program, 428 Park Avenue, Laguna Beach,
92651, was represented by Kathy Murtey; funding was
requested in the amount of $1,000.
Public Safety - Police and Fire - The City Manager noted that
increased budgets reflect increased operating costs.
Community Planning and Development - The Land Use
Coordinator position was deleted and a new Land Use
Technician position was proposed at a lower funding; it was
proposed that the Land Use Technician position be filled by
an existing City employee transferred from the Building and
Safety Division.
Recreation - The Director of Recreation noted proposals to
generate increased revenue.
Commissions, Boards, Committees - It was moved by Councilman
Schwartze, seconded by Councilman Hausdorfer and unanimously
carried that monthly compensation be based on attendance at
regularly scheduled meetings and paid on a quarterly basis.
Public Works - The Director of Public Works noted a 12%
reduction the work force due to personnel changes and
pointed out proposed cutbacks in City maintenance and
community support services. There was a consensus of
Council that a study be undertaken to identify possible ways
of obtaining revenue from the Swallows Day Parade.

ADJOURNMENT
There being no further business before the Council, the meeting
was adjourned at 9:47 p.m., to the next regular meeting date of
June 21, 1983, at 7:00 p.m., in the City Council Chamber.
