ADJOURNED REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA
The Adjourned Regular Meeting of the City Council of the City of
San Juan Capistrano, California, was called to order by Mayor
Hausdorfer at 7:03 p.m., in the City Council Chamber.
ROLL CALL PRESENT: Gary L. Hausdorfer, Mayor
Phillip R. Schwartze, Mayor pro tem
Anthony L. Bland, Councilman
Lawrence F. Buchheim, Councilman
Kenneth E. Friess, Councilman
ABSENT: None
STAFF PRESENT: Stephen B. Julian, City Manager; Mary Ann
Hanover, City Clerk; James S. Okazaki, City Attorney; Thomas G.
Merrell, Director of Community Planning and Development; Cheryl
Johnson, Recording Secretary.
PUBLIC HEARINGS
1. DEVELOPMENT CONCEPTS FOR BEAR BRAND RANCH PARCEL
5/RIDGELINE AREA
(85) This Hearing was continued from the Meeting of July 3, 1984.
Written Communications:
Letter dated July 5, 1984, from Jerry and Ruth Jacobson,
25602 Charro Drive, San Juan Capistrano, in opposition to
ridgeline development.
CLOSED SESSION
Council recessed to a Closed Session at 7:04 p.m., for discussion
of legal matters, the City Clerk being excused therefrom, and
reconvened at 7:44 p.m.
Support of Planning Commission Position:
It was moved by Councilman Friess, seconded by Councilman
Bland to support the Planning Commission position and to
relay the action to the County Planning Commission and the
Board of Supervisors, with the further admonition that the
City does not wish to see any further visible development on
the ridgelines. It was clarified that the motion included
deletion of Lots 56, 57, 58, and 59 and institution of
mitigation measures to avoid rooftop visibility on the
remaining development; furthermore, that the City would

accept the impacts associated with the retaining wall to support
the extension of Old Ranch Road; the grading to eliminate the
knoll located on the secondary ridge; and, grading behind the
knoll. The motion carried unanimously with Councilman Schwartze
absent.
