85-0625_CC_Minutes_Adjourned Regular MeetingJUNE 25, 1985 ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA The Adjourned Regular Meeting of the City Council of the City of San Juan Capistrano, California, was called to order by Mayor Schwartze at 7:00 p.m., in the San Juan Hot Springs Dance Hall. ROLL CALL PRESENT: Phillip R. Schwartze, Mayor Anthony L. Bland, Councilman Lawrence F. Buchheim, Councilman ABSENT: Gary L. Hausdorfer, Mayor pro tem Kenneth E. Friess, Councilman STAFF PRESENT: Stephen B. Julian, City Manager; Glenn Southard, Assistant City Manager; Mary Ann Hanover, City Clerk; Robert G. Boone, Director of Administrative Services; William D. Murphy, Director of Public Works; Thomas L. Baker, Director of Community Services; Cheryl Johnson, Recording Secretary. PUBLIC HEARING 1. =V01:I61=Lia-1 Proposal: Review and adoption of the 1985-90 fiscal budgets for the City and the Community Redevelopment Agency; approval of allocations to community organizations; and, allocation of revenue sharing funds. Written Communications: (1) Report dated June 25, 1985, from the Assistant City Manager, advising that the proposed budget was balanced based on current projections of revenues and expenditures and noting that full funding of community organization requests would represent a 258 increase. (2) Report dated June 25, 1985, from the Director of Administrative Services, forwarding proposed budgets for the Sewer Service Fund, Internal Service Fund, Debt Service fund, and Landscape Maintenance District Fund. (3) Report dated June 25, 1985, from the Director of Administrative Services, setting forth budget revisions to date. (4) City Manager's recommendations with regard to funding of community organizations. -1- 6/25/85 2 (5) Report dated June 25, 1985, from the Finance Officer, forwarding the proposed 1985-86 Community Redevelopment Agency Statement of Projected Resources and Applications of Resources; and, the Debt Service Fund Budget for 1985-86. He recommended that council approve a basic allocation of $12,500 and consider funding for the $5,500 at a future date. He suggested funding for community organizations be approved as recommended in the total amount of $57,700 and that the recipients be requested to provide information regarding services provided to the community. Public Hearing: Notice having been given as required by law, Mayor Schwartze opened the Public Hearing and the following person responded: (1) Anne Schauwecker, President of the Historical Society, noted services provided by the Historical Society and urged approval of the funding request. There being no further response, Mayor Schwartze closed the Hearing with the right to re -open at any time. Community OrganizationFunding: There was a consensus of Council to approve funding for the Community Organizations as recommended by the City Manager. Adoption of 1985-90 Fiscal BBudgehht: It was moved by Councilman uceim, seconded by Councilman Bland, that the following Resolution be adopted: NO. FISCAL OF SAN JUAN CAPISTRANO, CALIFORNIA, ADOPTING A FIVE-YEAR FISCAL PROGRAM AND BUDGET AND AUTHORIZING EXPENDITURES AND APPROPRIATIONS RELATED THERETO -2- 6/25/85 The motion carried by the following vote: AYES: Councilmen Bland, Buchheim, and Mayor Schwartze NOES: None ABSENT: Councilmen Friess and Hausdorfer The Resolution set forth the following authorized expenditures: Year Ending June 30 Authorized Expenditures 1986 $11,930,100 1987 14,234,600 1988 16,876,400 1989 10,981,900 1990 12,315,700 of 63. Redevelopment Agency Administrative It was moved by Councilman Buchheim, seconded by Councilman Bland, that the following Resolution be adopted: RESOLUTION NO. 85-6-25-2. ADOPTING COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA, ADOPTING THE COMMUNITY REDEVELOPMENT AGENCY ADMINISTRATIVE BUDGET AND APPROPRIATING FUNDS THEREFOR The motion carried by the following vote: AYES: Councilmen Bland, Buchheim, and Mayor Schwartze NOES: None ABSENT: Councilmen Friess and Hausdorfer The Resolution adopted the annual Community Redevelopment Agency Administrative budget in the amount of $4,136,000 and appropriated $836,000 from the General Fund to be paid to the Agency Administrative Fund. Allocation of Revenue Sharing Funds: It was moved by Councilman Buchheim, seconded by Councilman Bland, and unanimously carried to approve allocation of $125,000 in Revenue Sharing Funds to the Civic Center Fund. -3- 6/25/85 6 CLOSED.SESSION Council recessed to a Closed Session at 7:30 p.m., for discussion of legal matters, the City Clerk being excused therefrom, and reconvened at 8:30 p.m. ADJOURNMENT There being no further business before the Council, the meeting was adjourned at 8:30 p.m., to the next regular meeting date of Tuesday, July 2, 1985, at 7:00 p.m., in the City Council Chamber.
