SPECIAL- MEETING OF THE CITY COUNCIL
OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA
The Special Meeting of the City Council of the City of San Juan Capistrano, California,
was called to order by Mayor Bland at 7:35 a.m., in the City Council Chamber.
ROLL CALL PRESENT: Anthony L. Bland, Mayor
(arrived at 7:36 a.m.)
Lawrence F. Buchheim, Mayor pro tem
Kenneth E. Friess, Councilman
(arrived at 7:39 a.m.)
Gary L. Hausdorfer, Councilman
Phillip R. Schwartze, Councilman
ABSENT: None
STAFF PRESENT: William D. Murphy, Acting City Manager; Mary Ann Hanover, City
Clerk; Thomas G. Merrell, Director of Community Planning and Development.
COUNCILMANIC ITEMS
1. CONSIDERATION OF RESOLUTION INITIATING AN ANNEXATION
Written Communications:
Report dated October 26, 1987, from the Director of Community Planning and
Development, advising that on August 12th, the Local Agency Formation
Commission had excluded the 200 -acre Bear Brand Ranch area, Tracts 9880 and
9390, from the City's initial annexation application. The LAFCO commissioners had
expressed a willingness to reconsider annexation of the area if it were submitted as
a separate application. The report forwarded an application and advised that the
application could be considered by LAFCO on November 18.
Application for Annexation:
It was moved by Councilman Schwartze, seconded by Councilman Buchheim that the
following Resolution be adopted:
THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA,
APPLYING TO THE ORANGE COUNTY LOCAL AGENCY
FORMATION COMMISSION TO ANNEX APPROXIMATELY 200
ACRES ADJACENT TO THE CITY'S WESTERN BOUNDARY
NORTH OF CAMINO DEL AVION AND ACCEPTING THE
EXCHANGE OF PROPERTY TAXES

The motion carried by the following vote:
AYES: Councilmen Schwartze, Friess, Buchheim,
Hausdorfer, and Mayor Bland
NOES: None
ABSENT: None
ADJOURNMENT
There being no further business before the Council, the meeting was adjourned at 7:43
a.m., to the next regular meeting date of Tuesday, November 3, 1987, at 7:00 p.m., in the
City Council Chamber.
