88-0614_CC_Minutes_Adjourned Regular Meeting229 JUNE 14, 1988 ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA The Adjourned Regular Meeting of the City Council of the City of San Juan Capistrano, California, was called to order by Mayor Hausdorfer at 7:05 p.m., in the San Juan Hot Springs Dance Hall for review of the 1988-93 Fiscal Budget. The meeting was conducted jointly with the Community Redevelopment Agency. ROLL CALL PRESENT: Gary L. Hausdorfer, 'Mayor Lawrence F. Buchheim, Mayor pro tem (arrived at 7:15 p.m.) Anthony L. Bland, Councilman Kenneth E. Friess, Councilman Phillip R. Schwartze, Councilman ABSENT: None STAFF PRESENT: Stephen B. Julian, City Robert G. Boone, Director of Administrative Public Works; Thomas L. Baker, Director Recording Secretary. ORAL COMMUNICATIONS NAMING OF SCHOOLS IN CAPISTRANO Manager; Mary .Ann Hanover, City Clerk; Services; William D. Murphy, Director of of Community Services; Cheryl Johnson, LD Tony Forster, 32021 Via Tonada, requested that Council consider a resolution requesting that the Capistrano Unified School District name one of the new schools in the District in honor of John S. Malcolm. Mr. Malcolm was the first principal at the old Capistrano High School and was a teacher and superintendent in the District for 37 years. There was a consensus of Council that a resolution be prepared. PUBLIC HEARINGS 1. REVIEW OF THE FISCAL BUDGET FOR THE FIVE YEARS BEGINNING JULY 1, 1988, AND ENDING JUNE 30, 1993 (330.20) This Hearing was continued from the meeting of June 7, 1988. The City Manager outlined the highlights of the 1988-89 proposed budget, noting that it was basically a roll-over budget. The proposed budget projected expenditures of $8,871,000, which represented an increase of $1,250,000, or 16.6%; revenues of $8,927,500; and, reserve funds of $2,586,000. He discussed increased costs due to the addition of a Sheriff's patrol car on the daytime shift; cited concerns with maintenance of the level of fire protection in the future; and, noted employee staffing changes. He cited the recommendation of the Cultural .Arts and Heritage Commission for addition of a City staff position to be responsible for archaeological resources in the City. He advised that he had not recommended adding the position since the services can be filled by a contractural arrangement. He advised that a 6/14/88 230 proposal would be presented to Council during the year to consider retaining a archaeology group on a consultant on-call basis. He discussed capital improvement projects scheduled for the year and advised that staff was continuing to work on a study to bring sewer rates into line relative to the level of service being provided. Public Hearing: Notice having been given as required by law, Mayor Hausdorfer opened the Public Hearing and the following persons responded: (1) Jan Frazier, 26131 Via Monterey, suggested that in view of the recent archaeological finds in the City, a portion of the Federal Revenue Sharing monies be set aside to fund a Cultural Resources Director position which would be independent of the City and would oversee all archaeological investigations, particularly in the development of historically sensitive areas. (2) Darrell Johnston, inquired as to the amount of Federal Revenue Sharing funds available; what percentage was given to minorities; and how the funds were to be spent. He Johnston requested financial information regarding the use of contract archaeological services versus the cost of a City staff position and urged consideration of adding the position to the budget. There being no further response, Mayor Hausdorfer closed the Public Hearing with the right to re -open at any time. Council Discussion: Discussion ensued regarding the benefits of using contractural archaeological services versus funding a full-time staff position. There was a consensus that a recommendation be prepared for the meeting of June 2L, 1988, setting forth economic data and the pros and cons of the alternatives. Continuation of Hearing: With the consensus of Council, Mayor Hausdorfer directed that the Hearing be continued to the meeting of June 21, 1988. 2. PROPOSED USE OF FEDERAL REVENUE SHARING FUNDS (330.60) Proposal: Hearing held pursuant to requirements of Federal Revenue Sharing law. Written Communications: Report dated June 14, 1988, from the Director of Administrative Services, advising that the Federal Revenue Sharing Program had been eliminated from the Federal Budget that the Federal guidelines mandated that all remaining Funds be used by September, 1988. The balance of the City's Federal Revenue Sharing Funds was estimated at $2,700,000, as of July 1, 1988. In past years, the funds were appropriated to acquisition of a Civic Center site. Payment for the Civic Center property acquisition should be accomplished prior to September, 1988. -2- 6/14/88 231 Public Hearing: Notice having been given as required by law, Mayor Hausdorfer opened the Public Hearing and there being no response, closed the Hearing with the right to re -open at any time. Appropriation of Balance of Funds: There being no further response, Mayor Hausdorfer closed the Hearing and with the consensus of Council, directed that the balance of the Federal Revenue Sharing funds be appropriated to the Civic Center site property acquisition. ADJOURNMENT There being no further business before the Council, the meeting was adjourned at 8:00 p.m., to the next regular meeting date of Tuesday, June 21, 1988, at 7:00 p.m., in the City Council Chamber.
