89-0613_CC_Minutes_Adjourned Regular Meeting116 JUNE 13, 1989 ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF BAN JUAN CAPISTRANO, CALIFORNIA The Adjourned Regular Meeting of the City Council of the City of San Juan Capistrano, California was called to order by Mayor Hausdorfer at 7:08 p.m. in the San Juan Hot Springs Dance Hall. ROLL CALL: PRESENT: Gary L. Hausdorfer, Mayor Anthony L. Bland, Councilman Kenneth E. Friess, Councilman Phillip R. Schwartze, Councilman ABSENT: Lawrence P. Buchheim, Councilman STAFF PRESENT: Stephen B. Julian, City Manager, Mary Ann Hanover, City Clerk; George Scarborough, Assistant City Manager; Robert G. Boone, Director of Administrative Services; William D. Murphy, Director of Public Works; Thomas L. Baker, Director of Community Services; Nancy Bernardi, Recording Secretary. 1. Lynn Dague, 31262 Calle San Juan, requested that consideration be given to the Post Office placing a mailbox on Camino Capistrano at the north end of town. Mayor Hausdorfer directed the City Clerk to contact the Post Office regarding the addition of a mail -drop box in that location and to respond back to Mr. Dague. In addition, Mr. Dague noted heavy equipment and building material being placed on top of the historic foundation to be preserved at the Franciscan Plaza. Mayor Hausdorfer directed the Assistant City Manager to investigate the matter and report back to Mr. Dague. PUBLIC HEARINGS 1. 1989-1994 CITY BUDGET (COMMUNITY ORGANIZATIONS) (330.20) Proposal: The second of four public hearings to review the fiscal budget for the five years beginning July 1, 1989, and ending June 30, 1994. -1- 6/13/89 11'7 Written Communications: Report dated June 13, 1989, from the Senior Management Assistant, forwarding requests for funding from community organizations for inclusion in the proposed budget. Public Hearing: Notice having been given as required by law, Mayor Hausdorfer opened the Public Hearing, and the following persons responded: (1) Art Birtcher, representing the South County Community Clinic, provided statistics regarding the number and types of patients that have been seen by the clinic in the past year (35% from San Juan Capistrano), noted the newly formed volunteer fee structure to partially offset costs, the necessity to move to larger quarters, and explained the clinic's operation. Mr. Birtcher stated that the requested increase of 30% in the budget is to offset the increased use of the clinic, the expiration of the one-time Johnson Grant of last year, and the absence of state funds. Mayor Hausdorfer expressed the Council's appreciation for the clinic as it represented an excellent example of a volunteer clinic. (2) Lee Steelman, representing the South Orange County Community Services Council, spoke regarding the Council's regional efforts and the types of calls received by the clinic. Ms. Steelman noted the rising costs for medical treatment and the need for expansion of senior, emergency, and shelter services. (3) Tamra Davis, president of the San Juan Capistrano Chamber of Commerce, noted that due to the addition of more programs and the offset of decreased costs, the Chamber's proposed budget is the same as last year. Ms. Davis also noted the request for $14,000 over the next three years to purchase additional Christmas lights for the City. (4) Buni Lane, representing Coast Ballet, noted that the theater is based in San Juan Capistrano and that the majority of dancers are residents of the City. Ms. Lane stated that the theater has grown and is totally dependent upon community support, mostly volunteer. She noted that an increasing number of dancers desire to stay in California to continue their dancing instead of leaving the state. -2- 6/13/89 118 (5) Bob Carrubba, Director of the Community Counseling Center in San Juan Capistrano, spoke regarding the Center's attention to the alcoholic problems and social service needs of the local community and thanked the City Council for their support. (6) Dr. Patricia Crane, representing Aids Walk Orange County, stated that this is the single largest fundraiser for aids in Orange County and provided statistics regarding aids cases in the City and County. The money goes to education, research, and services in Orange County. Dr. Crane requested that whatever the City could appropriate from emergency funds would be appreciated and asked that the City help with advertising the group's events. (7) Pamela Gibson, representing the San Juan Historical Society, noted the request for $4,000 and the following future fundraisers: the sale of Christmas ornaments with a drawing of a historical building and an Old San Juan recipe book to include historical pictures. Ms. Gibson stated that the funds will be used to paint and staff the O'Neill Museum, a scholarship program, and an old-timers picnic to show the City's appreciation for their contributions to the City. (8) Jerry Harris, representing the Western Heritage Association, stated that the goals of the Association are the implementation of the General Plan trail system and the preservation of open space and thanked the City Council for their recent decision to move forward on this matter. (9) Ilse Byrnes, representing the Equestrian Commission, thanked the City Council for their recent decision to move forward on the implementation of the City's trail system.
