91-0108_CC_Minutes_Adjourned Regular Meeting357 January 8, 1991 ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA The Adjourned Regular Meeting of the City Council of the City of San Juan Capistrano, California, was called to order by Mayor Friess at 7:15 p.m., in the Cafetorium of Marco Forster Junior High School, to receive public input relative to the Environmental Impact Report for the San Joaquin Hills Corridor. HEARING TO RECEIVE PUBLIC COMMENT - SAN JOA UIN HILLS TRANSPORTATION CORRIDOR 800.50 Transportation Corridor Agency Staff Presentation: Exhibits showing the proposed alignments were on display. Gene Foster, Manager, San Joaquin Hills Transportation Corridor, 345 Clinton Drive, Costa Mesa, 92626, provided background on the Corridor. With the aid of a slide presentation Mr. Foster discussed the road design and uses, and its impacts along the proposed route from the vicinity of John Wayne Airport in the north, southerly between Pacific Coast Highway and I-405, to its connection to 1-5 in the vicinity of Avery Parkway. He discussed the merging options of the tollway with the 1-5 freeway and stressed that they do not intend to take any homes for the construction of this project. In reviewing the connection with 1-5, Mr. Foster discussed Alignment Option 1, a straight direct connection to I-5 without access ramps in the immediate vicinity, and Alignment Option 2, which curves away from homes, but impacts 16 businesses on Camino Capistrano in the vicinity of Avery Parkway. He advised that the tollway would ultimately become a freeway under the jurisdiction of Caltrans when the contruction bonds are paid off. He discussed funding of the tollway, which was estimated to cost $669,000,000; tolls to be charged, and method of collection. Council Comments: Councilman Vasquez stated he did not see from the tollway and was concerned that Councilman Jones commended City staff item. He stated that if the opposition prevail and the tollway is built, the City Alignment Option 2. 359 any real significant benefits to the City it would serve development not yet built. member Bill Ramsey for his work on this to construction of the tollway does not needs to take a strong stand in favor of Report to City Council It was moved by Councilman Vasquez, seconded by Councilman Jones and unanimously carried that prior to the Transportation Corridor Agency meeting on February 14, 1990, staff prepare a report based on comments and questions from tonight's meeting and the Transportation Corridor Agency's "Response to Comments", for Council discussion prior to action being taken by the City's representative to the San Joaquin Hills Transportation Corridor Agency. Mayor Friess advised that the report would be prepared for the Council meeting of February 5, 1991. ADJOURNMENT There being no further business before the Council, the meeting was adjourned at 10:56 p.m., to the next regular meeting date of Tuesday, January 15, 1991, at 7:00 p.m., in the City Council Chamber.
