92-0630_CC_Minutes_Adjourned Regular MeetingJune 30, 1992 ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA The Adjourned Regular Meeting of the City Council of the City of San Juan Capistrano, California, was called to order by Mayor Jones at 7:00 p.m., in the City Council Chamber to conduct a joint public hearing with the Community Redevelopment Agency relative to the 1992-97 Fiscal Budget. ROLL CALL PRESENT: Gil Jones, Mayor Kenneth E. Friess, Mayor pro tem (arrived at 7:07 p.m.) Gary L. Hausdorfer, Councilman Jerry Harris, Councilman Jeff Vasquez, Councilman ABSENT: None STAFF PRESENT: Stephen B. Julian, City Manager; George Scarborough, Assistant City Manager; Cheryl Johnson, City Clerk; David Bentz, Director of Administrative Services; William Huber, Director of Engineering and Building Services; Thomas Tomlinson, Director of Planning; Ron Sievers, Director of Public Lands and Facilities. ORAL COMMUNICATIONS - None PUBLIC HEARINGS 1. Written Communications 1 Report dated June 30, 1992, from the Assistant City Manager, recommending adoption of the operating budget. The City Manager advised that the budget as submitted would be basically balanced if the recommendations, including those for revenue enhancement, were implemented. The proposed enhancements included increasing the transient occupancy tax to 10%, removing the $125 cap on business licenses, and removing the $125 cap on business licenses for mobilehome parks, apartments and recreational vehicle parks. The City Manager advised that the State may be enacting a budget that would remove some property tax revenue currently received by cities and direct it to the State. He discussed impacts on the City's budget, noting that revenue in the amount of $750,000 to $800,000 could be re -directed to the State. He discussed budget reductions that had occurred in the City's budget since 1989; noting that the only increases proposed this year were in Police Services and Community Services necessary to respond to the Council's priority for human services. -1- 6/30/92 2 52 Councilman Vasquez suggested that the City move in the direction of using fewer consultants and performing as much work as possible in-house. He further stated that the approvals of the budget and the employee associations' Memorandum of Understanding should be conducted in proximity to each other to provide a better awareness of commitments. Public Hearing: Notice having been given as required by law, Mayor Jones opened the Joint Public Hearing and the following person responded: 1. Michael Hoy, Principal of San Juan Elementary School, 31642 El Camino Real, spoke on behalf of the San Juan Community Task Force and indicated that the Task Force was interested in assuming the graffiti abatement program from the City. There being no further response, Mayor Jones closed the Public Hearing with the right to re -open at any time. Councilmen Friess and Hausdorfer commended staff for their efforts in preparing the budget. Councilman Hausdorfer stated that the solution for the future of reduced revenues and expenditures was people becoming involved in the process. He encouraged community organizations to review their priorities to work with the City to help solve the problems. Adoption of 1992-97 Operating Budget: It was moved by Councilman Friess, seconded by Councilman Harris that the following Resolution be adopted: RESOLUTION NO. 92-6-30-1, ADOPTION OF FISCAL BUDGET - 1992-97 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA, ADOPTING A FIVE- YEAR FISCAL PROGRAM AND OPERATING BUDGET AND AUTHORIZING EXPENDITURES AND APPROPRIATIONS RELATED THERETO The motion carried by the following vote: AYES: Councilmen Friess, Hausdorfer, Harris, Vasquez, and Mayor Jones NOES: None ABSTAIN: None ABSENT: None -2- 6/30/92 e 0J ADJOURNMENT There being no further business before the Council, the meeting was adjourned at 7:35 p.m., to the next regular meeting date of Tuesday, July 7, 1992, at 7:00 p.m., in the City Council Chamber.
