92-0609_CC_Minutes_Adjourned Regular Meeting- June 9, 1992 ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORMA The Adjourned Regular Meeting of the City Council of the City of San Juan Capistrano, California, was called to order by Mayor Jones at 7:00 p.m., in the San Juan Hot Springs Dance Hall to conduct a joint public hearing with the Community Redevelopment Agency relative to the 1992-97 Fiscal Budget. ROLL CALL PRESENT: Gil Jones, Mayor Kenneth E. Friess, Mayor pro tem Jerry Harris, Councilman Jeff Vasquez, Councilman (arrived at 7:05 p.m.) ABSENT: Gary L. Hausdorfer, Councilman STAFF PRESENT: Stephen B. Julian, City Manager; George Scarborough, Assistant City Manager; Cheryl Johnson, City Clerk; David Bentz, Director of Administrative Services; William Huber, Director of Engineering and Building Services; Thomas Tomlinson, Director of Planning; Al King, Director of Community Services; Ron Sievers, Director of Public Lands and Facilities. ORAL COMMUNICATIONS - None PUBLIC HEARINGS Written Communications 1 Report dated June 9, 1992, from the Assistant City Manager, advising that the proposed 1992-97 budget funded existing programs at a minimum maintenance level and, generally, no enhancement of existing programs were funded unless anew or enhanced revenue source was identified. Unbudgeted expenditures or the development of new programs during the fiscal year will not be possible unless budgeted programs are reduced or eliminated. The proposed budget contained a deficit of $51,479 for the 1992-93 fiscal year and the report requested direction relative to areas for additional reduction or eliminations. The report further noted that police services had increased by 3.2% and included continuation of the South Orange County gang suppression program and the CSP gang intervention program and proposed a new Senior Volunteer Program at a cost of $40,000 start up cost to provide assistant to law enforcement and general assistance to many city functions. The report presented a budget calendar for adoption and noted the CIP budget would be reviewed by commissions during the month and would be presented to Council in late June for adoption in July. The report identified 3 areas of revenue enhancement: an increase in transient occupancy tax from 8% to 10%; removal of the $125 cap on the annual business license tax granted to -1- 6/9/92 businesses employing more than 21 employees; and, removing the $125 cap on the annual business license tax for apartment houses, mobile home parks, recreational vehicle parks, motels and hotels. The proposed budget identified $50,700 to be distributed to community organizations. (2) Report dated June 9, 1992, from the Assistant City Manager, advising that 11 community organizations were funded in the previous year in the amount of $70,000 and this year 8 returning organizations and 6 additional organizations had submitted requests for funding consideration equalling $70,940 plus unspecified amounts from two organizations. The report forwarded all requests for funding and recommended appointment of two Council Members to work with staff to make recommendations for funding. Two additional requests received June 9, 1992 were submitted from the Capistrano Valley Symphony and the Chamber of Commerce. City Manager Comments: The City Manager cited impacts of State actions on City governments and noted that the proposed Operating Budget of $11,248,127 was not a balanced budget; an additional $51,000 was necessary to balance the budget. He discussed the three revenue enhancements and advised that over the last 2 years the City had reduced is expenditures by over $1 million; only policy and attorney services had increased. He advised that there were no more cuts to be made without affecting the quality of services provided to the community Public Hearing: Notice having been given as required by law, Ma or Jones opened the Joint Public Hearing and the following persons responded support of their organization's request for funding: (1) Richard Ruiz, South County Community Clinic; (2) Tony Forster, President, San Juan Historical Society; (3) Helen McMullen, President, Capistrano Indian Council; (4) Tom Crane, Chamber of Commerce; (5) Jim Harrison, Community Counseling Center; (6) Lee Steelman, President, South Orange County Human Services Council. Council Comment: Councilman Friess spoke in support of the Mary Erickson Foundation and requested staff investigate the possibility of using Community Redevelopment Agency set- aside monies to assist the Mary Erickson Foundation. Mayor Jones stated his position that the Chamber of Commerce's proposal for a Visitor's Center notwithstanding, he did not support contributions to the Chamber of Commerce and those contributions should be discontinued. He noted he had held that position in past years. Council discussed and generally concurred with the proposed to commence a seniors volunteer program and that program's support of certain police functions. Continuation of Public Hearing: With the consensus of Council, Mayor Jones directed that the Public Hearing be continued to the next regular meeting date of June 16, 1992. -2- 6/9/92 ADJOURNMENT There being no further business before the Council, the meeting was adjourned at 7:55 p.m., to the next regular meeting date of Tuesday, June 16, 1992, at 7:00 p.m., in the City Council Chamber.
