ADJOURNED REGULAR MEETING OF THE CITY COUNCIL
OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA
The Adjourned Regular Meeting of the City Council of the City of San Juan Capistrano,
California, was called to order by Mayor Jones at 7:00 p.m., in the City Council
Chamber.

Kenneth E. Friess, Mayor pro tem
Gary L. Hausdorfer, Councilman
Jeff Vasquez, Councilman
ABSENT: None
STAFF PRESENT: Stephen B. Julian, City Manager; George Scarborough, Assistant City
Manager; Cheryl Johnson, City Clerk; David Bentz, Director of Administrative Services;
William Huber, Director of Engineering and Building Services; Thomas Tomlinson,
Director of Planning; Al King, Director of Community Services; Ron Sievers, Director of
Public Lands and Facilities.

PRESENTATIONS AND COMMENDATIONS
1. OATH OF ALLEGIANCE - JERRY HARRIS (610.50)
Written Communications:
Report dated December 10, 1991, from the City Clerk, advising that an Oath of
Allegiance must be taken before public officials may assume their responsibilities.
Oath of Office:
The City Clerk administered the Oath of Allegiance to Jerry V. Harris, who was
appointed on December 3, 1991, to fill the unexpired term of Lawrence F.
Buchheim. Following presentation of a Certificate of Appointment, Mr. Harris
assumed his office as a Member of the City Council.
Roll Call:
The City Clerk noted for the record that the following members of the newly -
constituted City Council were present: Councilmen Friess, Hausdorfer, Harris,
Vasquez and Mayor Jones.
The Council Members welcomed Councilman Harris, who stated it was his privilege
to serve on the City Council and assist in perpetuating the character of San Juan
Capistrano.

VACATED
Written Communications:
Report dated December 10, 1991, from the Management Assistant I, advising that a
vacancy existed on the Community Housing Corporation Board of Directors due to
the resignation of Lawrence Buchheim, and it was now appropriate to appoint
Councilman Harris, the successor to Lawrence Buchheim, to fill the vacancy for the
term ending in 1993.
Appointment to Community Housing Corporation:
It was moved by Councilman Friess, seconded by Councilman Hausdorfer and carried
with Councilman Harris abstaining, to appoint Jerry Harris to the San Juan
Capistrano Community Housing Corporation Board of Directors.
COUNCILMANIC ITEMS
1. DECLARATION OF VACANCY (DESIGN REVIEW COMMISSION) 010.20)
Written Communications:
Report dated December 10, 1991, from the Council Services Manager, noting that a
vacancy now existed on the Design Review Commission due to the appointment of
Jerry Harris to the City Council.
Declaration of Vacancy:
It was moved by Councilman Hausdorfer, seconded by Councilman Friess and
unanimously carried to declare the position on the Design Review Commission
vacant and to direct the City Clerk to post notices of the vacancy and to advertise
for applications for the position. Appointment to the Commission is tentatively
scheduled for the City Council meeting of January 21, 1992.

ADJOURNMENT
There being no further business before the Council, the meeting was adjourned at 7:08
p.m., to the next regular meeting date of Tuesday, December 17, 1991, at 7:00 p.m., in
the City Council Chamber. That meeting will not be held and the next City Council
meeting will occur on January 7, 1992.
