SPECIAL MEETING OF THE CITY COUNCIL
OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA
The Special Meeting of the City Council of the City of San Juan Capistrano, California was called to order by
Mayor Campbell at 4:36 p.m., for a workshop on new provisions of the Brown Act. The meeting was conducted
jointly with the Community Redevelopment Agency.
PRESENT: Collett Campbell, Mayor
Gary L. Hausdorfer, Council Member (arrived at 6:56 p.m.)
Gil Jones, Council Member
Carolyn Nash, Council Member
Jeff Vasquez, Council Member
ABSENT: None
STAFF PRESENT: George Scarborough, City Manager; Richard K. Denhalter, City Attorney; Dawn Schanderl, Deputy
City Clerk.
ProTosal:
Meeting held to conduct a training session for review of the new changes to the Brown Act and to answer
questions regarding City implementation of those changes.
Written Communications:
(1) Memorandum dated February 25, 1994, from the City Attorney, advising that significant new changes
to the Brown Act will go into effect on April 1, 1994. The Memorandum provided an overview of
the changes.
(2) Memorandum dated February 8, 1994, from the Council Services Manager, providing a list of City
Council ad hoc committee assignments.
Staff Presentation:
The City Attorney reviewed and discussed the items listed in the report, which included who is covered by the
Act, types of committees and private entities that will now be covered by the Act, what will now be defined
as a meeting under the Act, changes to the open meeting procedures, and new rules for Closed Session.
The Council recessed at 6:08 p.m and reconvened at 6:45 p.m.

There being no further business before the Council, the meeting was adjourned at 6:58 p.m. to the next regular meeting
date of Tuesday, March 1, 1994, at 7:00 p.m. in the City Council Chamber.
