' ADJOURNED REGULAR MEETING OF THE CITY COUNCIL
OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA
The Adjourned Regular Meeting of the City Council of the City of San Juan Capistrano, California was called
to order by Mayor Campbell at 8:08 a.m. in the City Council Chamber, to meet with Assemblyman Bill Morrow.

City Clerk; Lt. Paul Sullivan, Orange County Sheriffs Department; Jennifer Murray, Assistant to the City
Manager; Carole Jacklin, Council Services Manager.

Mayor Campbell welcomed Assemblyman Bill Morrow and his District Coordinator Betty Anderson.
' COMMENTS BY ASSEMBLYMAN BILL MORROW
Assemblyman Morrow thanked Council for holding the meeting, which he had requested as a way of keeping
abreast of issues of concern to the cities in his District. He discussed how the State Assembly and the various
Assembly Committees function and noted the importance of those Committees receiving public input. He
advised he serves on the following Committees: Education, Health, Public Employee Retirement Systems and
Judiciary. He also serves on the following Select Committees: State-wide Impact of Immigration, U.S. Mexico
Affairs, and Marine Resources. He emphasized his open door policy and desire to communicate on a regular
basis.

1. Budaet and Finance Issues
Discussion included the possible impacts of the State's proposed budget; the State's deficit and possible
solutions; and, the need to prioritize the State's spending. Assemblyman Morrow felt the big issue this
year would be property tax transfer. He presented a document prepared by the Assembly Republican
Budget Working Group entitled "An Assembly Republican Budget Reform Proposal." He emphasized
it had been designed as a beginning document to identify ways the State can better utilize its financial
resources and streamline government expenditures. The City Manager advised of the impacts the State's
budgets have had on the City since the 1992-93 fiscal year and the City's prioritizing of expenditures to
deal with those impacts. The City Manager requested Assemblyman Morrow oppose any legislation that
would further negatively impact community redevelopment agencies.
2. Illegal Immi¢ration Issues
' Discussion ensued regarding the impacts of illegal immigration on the Citys business community,
housing stock and police services. The City Manager cited the impacts to the City's budget to develop

and administer programs dealing with problems he felt had been exacerbated by illegal immigration.
Assemblyman Morrow stated he felt encouraged that the media attention to this issue was legitimizing
the financial, health, and quality of life concerns. He discussed legislation he intends to carry this year
that will be directed at this problem.
3. Crime and Public Safety Issues
Discussion occurred regarding the City's programs developed to deal with gang prevention and the need
for a strategy that deals with the problem through the educational system. Assemblyman Morrow felt
this was a critical area that deserved the funding that is now being given to State programs he feels are
no longer necessary. Assemblyman Morrow requested information regarding the public grant given to
Marco Forster for their youth -at -risk program. Mayor Campbell noted the upcoming Crime Summit
and the intent of victims to respond to actions and votes by members of the Public Safety Committee.
4. Miscellaneous Legislation
Council Member Jones stated concerns that the State not pre-empt the cities' local authority to regulate
smoking.
CLOSING REMARKS
Mayor Campbell requested that communication from Assemblyman Morrow when of bills that may concern the
City are in Assembly Committees so that a timely response may be prepared. Assemblyman Morrow suggested
that legislation of interest to the City be tracked and concerns communicated to him.

There being no further business before the Council, the meeting was adjourned at 10:15 a.m. to the next regular
meeting date of Tuesday, February 1, 1994, at 7:00 p.m. in the City Council Chambers.
