93-0825_CC_Minutes_Special Meeting065 AUGUST 25, 1993 SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA The Special Meeting of the City Council of the City of San Juan Capistrano, California was called to order by Mayor Jones at 10:33 a.m. in the City Council Chamber to convene to a Closed Session to discuss real estate negotiations pursuant to Government Code Section 54956.8, and a public discussion regarding the award of the contract for the San Juan Capistrano Railroad Passenger Loading and Waiting Platform - South. ROLL CALL PRESENT: Gil Jones, Mayor Collene Campbell, Council Member Gary L. Hausdorfer, Council Member Carolyn Nash, Council Member ABSENT: Jeff Vasquez, Council Member STAFF PRESENT: George Scarborough, City Manager; Richard K. Denhalter, City Attorney; Dawn Schanderl, Deputy City Clerk, William M. Huber, Director of Engineering and Building Services. CLOSED SESSION Mayor Jones indicated that although he would attend the Closed Session, he would abstain from participating in the Closed Session discussion due to a potential conflict of interest resulting from the proximity of his residence/business to this project. Council recessed to Closed Session at 10:34 a.m. for discussion of real estate negotiations relating to parcels at intersection of Verdugo Street and Railroad right-of-way, per Government Code Section 54956.8, the Deputy City Clerk being excused therefrom, and reconvened at 11:29 a.m. ADMINISTRATIVE ITEMS 1. AWARD OF CONTRACT - SAN JUAN CAPISTRANO RAILROAD PASSENGER LOADING AND WAITING PLATFORM - SOUTH (ARA ENGINEERING CONTRACTOR) (600.30) Mayor Jones abstained on this item due to his potential conflict of interest. Mayor pro tem Campbell presided. Written Communications: Report dated August 17, 1993, and resubmitted August 25, 1993, from the Director of Engineering and Building, recommending that the contract for the construction of the Railroad Passenger Loading and Waiting Platform, South be awarded to the lowest responsible bidder, ARA Engineering Contractor, in the amount of $314,900. The Report also recommended that discussion of the platform's landscape design issues, as previously discussed at the July 20, 1993, meeting, be continued to the meeting of September 7, 1993, so that impacts to the ground cover and shrubbery areas could be addressed. Award of Contract - ARA Engineering Contractor): It was moved by Council Member Nash, seconded by Council Member Hausdorfer and carried with Mayor Jones abstaining and Council Member Vasquez absent, to award the contract for the San Juan City Council Minutes -1- 8/25/93 11: Capistrano Railroad Passenger Loading and Waiting Platform - South, to the lowest responsible bidder, ARA Engineering Contractor, in the amount of $314,900, and to reject all other bids. The Mayor and City Clerk were authorized to execute the contract on behalf of the City. Reconsideration of the landscape design will be scheduled for the September 7, 1993, City Council meeting. ADJOURNMENT _ There being no further business before the Council, the meeting was adjourned at 11:31 a.m. to the next regular meeting date of Tuesday, September 17, 1993, at 7:00 p.m. in the City Council Chambers.
