SAN JUAN CAPISTRANO CITY COUNCIL
EMERGENCY MEETING
Mayor Hart called the emergency meeting of the City Council of the City of San Juan
Capistrano to order at 9:35 a.m. in the City Council Chamber.

ADMINISTRATIVE ITEMS
RESOLUTION NO. 05-01-11-01 ADOPTED PROCLAIMING EXISTENCE OF A
LOCAL EMERGENCY (520.10)
Local Emergency Briefing Conducted:
Orange County Fire Authority (OCFA) South Orange County Division Chief Dave
Pierce reported on the current status of the storm damage. OCFA has set up a
unified command center with the Orange County Sheriff Department (OCSD).
Three sift water teams, the OCFA helicopter, and fire engines are on site in case
water breeches the San Juan Creek channel. Of greatest concern are two
potential breeches of the San Juan Creek Flood Channel. He explained potential
damage should the channel side break. Normal day to day responses are also
available and a doctor is on staff at the Community Center.

Lt. J. B. Davis, Chief of Police Services, provided evacuation information. The
evacuation began with Rancho del Avion Mobile Home Park early this morning.
The evacuation area was expanded when a second section of the concrete
channel broke free. The neighborhoods south of the mobile home park to
Stonehill Road and west to Del Obispo Street, including neighborhoods of
Casitas del Rio, Troy Home, Park Place, Harbor Lane, Mariner Village, and
Mission Bell, were included in the evacuation area. This area houses
approximately 4,000 residents. An evacuation center is open at the San Juan
Capistrano Community Center, 25925 Camino del Avion. Public Facilities and
Resources Department of the County of Orange is working to stabilize the creek
bank now. Approximately 30 sheriff deputies are on duty. , He reviewed road
closures in the area. Several schools are closed.
Amy Amirani, Public Works Director, reported that crews were monitoring
adjacent sewer lines and preparing to pump sewage should a break occur. The
Gas Company is on site monitoring a 30" high pressure gas line in the area.
Moulton Niguel Water District is diverting sewage to another location. She also
reported a water line break at San Juan Creek Road, on the other side of town.
William M. Huber, Assistant City Manager, provided information for the temporary
sheltering of animals. He also reported that CR&R, the City's waste disposal
service was unable to access one of their business properties. Therefore, trash
service would be delayed, or possibly be a day late.
Michael Cantor, Senior Management Analyst, confirmed that the Emergency
Operations Center is activated and provided procedures for taking information.
Nasser Abbaszadeh, Engineering & Building Director, reported that the detention
basin at the Suncal property failed.
Mayor Hart thanked OCFA and OCSD for their attention to this matter and
confirmed that there were a couple minor medical aids, but no serious injuries.
Public Information Officer contact information was shared among the agencies
present.
Adoption of Resolution Proclaiming Existence of a Local Emergency:
Meg Monahan, City Clerk, read the Resolution Proclaiming Existence of a Local
Emergency.
Council Action: Moved by Council Member Bathgate, seconded by Council
Member Allevato, and carried unanimously, 4-0-1 (Absent: David M. Swerdlin),
to adopt Resolution No. 05-01-11-01 entitled, "A RESOLUTION PROCLAIMING
EXISTENCE OF A LOCAL EMERGENCY."

ADJOURNMENT
Mayor Hart adjourned the Emergency Meeting of the City Council at 10:15 a.m. to the
Regular Meeting of the City Council, on Tuesday, January 18, 2005 at 5:30 p.m. for
Closed Session, and 7:00 p.m. for the public Business Session, in the City Council
Chamber, 32400 Paseo Adelanto.
