SAN JUAN CAPISTRANO CITY COUNCIL
BUSINESS SESSION
Mayor pro tem Swerdlin called the Adjourned Regular Meeting of the City Council of the
City of San Juan Capistrano, California, to order at 4:12 p.m. at the Los Rios Parking
Lot, adjacent to the Recreation Vehicle Parking Lot, 31771 Paseo Adelanto.
ROLL CALL
COUNCIL MEMBERS PRESENT: Diane Bathgate, Collene Campbell, John S. Gelff,
and Mayor pro tem David Swerdlin.
COUNCIL MEMBERS ABSENT: Mayor Wyatt Hart
STAFF PRESENT: George Scarborough, City Manager; Dawn Schanderl, Deputy City
Clerk; William M. Huber, Engineering and Building Director; AI King, Community
— Services Director; Brian Perry, Senior Civil Engineer; Douglas Dumhart, Principal
Management Analyst; and Bill Ramsey, Principal Planner.

ADMINISTRATIVE ITEMS
C1. ENGINEERING & BUILDING DIRECTOR
a. LOS RIOS HISTORIC DISTRICT PARKING LOT DISCUSSION (CIP NO. 125)

Description: Field trip and discussion of conceptual design for the Los Rios
Historic District Parking Lot.
Written Communications: Report dated October 30, 2001 from William Huber,
Engineering and Building Director.
A walking tour was conducted of the Los Rios Historic District Parking Lot area.

RECESS AT 4:50 P.M. AND RECONVENE AT THE CITY COUNCIL CHAMBER, CITY
HALL, 32400 PASEO ADELANTO, AT 5:10 P.M.
COUNCIL MEMBERS ABSENT: Mayor Wyatt Hart and Council Member Campbell
Oral Presentation: William Huber, Engineering and Building Director, reviewed
the staff recommendation.
George Scarborough, City Manager, stated that staff would recap the issues for
Council's consideration on November 20, 2001.
Council Member Bathgate commented it would be helpful for discussion
purposes if some of the issues could be isolated and dealt with individually.
Council Action: Moved by Council Member Bathgate, seconded by Council
Member Gelff and carried unanimously, 3-0, to provide direction to staff
regarding the Los Rios Historic District Parking Lot and project design concept
and scope of construction based on the October 2, 2001 Agenda Item H2b and
the October 30, 2001 field trip.
C2 PUBLIC WORKS DIRECTOR
a. ALL BIDS REJECTED AND STAFF DIRECTED TO RE -BID THE STONE FIELD
RENOVATION PROJECT (600.10)
Description: Bids for construction of the Stone Field Renovation were received
on October 16, 2001, in response to approved plans and specifications. Staff
cited concerns over the disparity between the bids received in recommending
that bids be rejected and the project re -bid.
Written Communications: Report dated October 30, 2001, from Amy Amirani,
Public Works Director.
Council Action: Moved by Council Member Bathgate, seconded by Council
Member Gelff and carried unanimously, 3-0, to reject all bids received on
October 16, 2001 for the Stone Field Renovation Project. It was moved by
Council Member Gelff and seconded by Council Member Bathgate and carried
unanimously, 3-0, to direct staff to re -bid the project.
ADJOURNMENT
There being no further business, Mayor pro tem Swerdlin adjourned the meeting at 5:30
p.m. to a Study Session of the City Council on November 6, 2001, at 5:30 p.m. in the
City Council Chamber and then to the Regular Meeting of the City Council, November 6,
2001, at 7:00 p.m. in the City Council Chamber.
