Chairman Soto called the Regular Meeting of the Board of Directors of the San Juan
Capistrano Community Redevelopment Agency to order at 8:13 p.m.

CONSENT CALENDAR
Board Action: Moved by Director Bathgate, seconded by Director Allevato, and carried
unanimously, 4-0, to approve items 1 through 3 as recommended by staff.
1. MINUTES OF THE REGULAR MEETING OF APRIL 5, 2005, APPROVED AS
SUBMITTED.
2. ACCOUNTS PAYABLE WARRANTS DATED APRIL 14, 2005, IN THE AMOUNT
OF $30,627.92, RECEIVED AND FILED. (300.30)
3. REPORT OF INVESTMENTS — MONTH ENDING MARCH 31, 2005, RECEIVED
AND FILED. (350.30)

BOARD ACTIONS
1. RESOLUTION NO. CRA 05-05-03-01, ADOPTING A FAQADE IMPROVEMENT
PROGRAM FOR THE DOWNTOWN BUSINESS DISTRICT, ADOPTED.

Description: The Agency Board of Directors approved the Five Year
Implementation Plan that identified a Business Revitalization Assistance Program
to assist in the rehabilitation of business structures. The Fagade Improvement
Program is proposed to provide grant funds to enhance the exterior appearance
of buildings in the Downtown Business District and is available to commercial
businesses and property owners located in the Downtown area and within the
Redevelopment Project Boundaries. Staff recommended adoption of the
Resolution approving the Facade Improvement Program.
Written Communications: Report dated May 3, 2005, by Douglas D. Dumhart,
Economic Development Manager.
Presentation: Douglas D. Dumhart, Economic Development Manager,
summarized the staff report and narrated a slide presentation.
Public Comment:
Paul Douglas, Dana Point resident and contractor for a downtown property
owner, supported the fagade program as it will encourage many improvements in
the Downtown area.
Board Action: Moved by Director Soto, seconded by Director Bathgate and
carried unanimously, 4-0, to adopt Resolution No. CRA 05-05-03-01, entitled "A
RESOLUTION OF THE SAN JUAN CAPISTRANO COMMUNITY
REDEVELOPMENT AGENCY, ADOPTING THE FACADE IMPROVEMENT
PROGRAM FOR THE DOWNTOWN BUSINESS DISTRICT."
ADJOURNMENT
There being no further business, Chairman Soto adjourned the meeting at 8:36 p.m. to
Tuesday, May 17, 2005, at 5:30 p.m. for Closed Session, and 7:00 p.m. for the Public
Business Session, in the City Council Chamber.
