Swerdlin, Diane Bathgate, Vice Chairman Sam Allevato, Chairman Joe Soto BOARD MEMBERS ABSENT: None STAFF PRESENT: David Adams, Executive Director; Molly Bogh, Deputy Director; Cynthia L. Russell, Finance Officer; Meg Monahan, Agency Secretary; Omar Sandoval, Deputy Agency Council; Lynette Adolphson, Management Analyst II; and Eileen White, Recording Secretary. ANNOUNCEMENT OF CLOSED SESSION ACTIONS - None CONSENT CALENDAR Board Action: Moved by Director Bathgate, seconded by Director Allevato, and carried unanimously, 5-0, to approve items 1 & 2 as recommended by staff. MINUTES OF THE REGULAR MEETING OF FEBRUARY 15, 2005, APPROVED AS SUBMITTED. 2. ACCOUNTS PAYABLE WARRANTS DATED MARCH 2, 2005, IN THE AMOUNT OF $526,446.10, RECEIVED AND FILED. (300.30) PUBLIC HEARINGS 1. STAFF DIRECTED TO WORK WITH HABITAT FOR HUMANITY TO DEVELOP _ A 27 UNIT OWNER -OCCUPIED AFFORDABLE HOUSING PROJECT ON THE PROPERTY LOCATED AT THE TERMINUS OF CALLE ROLANDO AND 3-15-2005 BRING THIS ITEM BACK TO THE CITY COUNCIL FOR FINAL ACTION. (APN 650-121-03 & 04) (430.45) Dave Adams, Executive Director, informed the City Council that he lived within 500 feet of the proposed project. He left the Council Chamber, returning after the City Council completed deliberations and action concerning this item. Description: Habitat for Humanity (Habitat) has made an offer to develop 27 owner -occupied affordable homes on the Community Redevelopment Agency's 2.7 acre property located at the terminus of Calle Rolando in exchange for City contributions in the form of land and approximately $1 million in financial aid in the form of a Community Development Block Grant (CDBG). The City has determined that Habitat's offer would be an eligible project for the grant previously awarded to the City from the State of California for development of an affordable housing project on this site. Staff recommended Council consider the offer in concept and provide direction to staff to work with the applicant to finalize the project plans and schedule, file and process land use applications for zoning and other land use approvals, and bring the item back to the City Council for final action. Written Communications: Report dated March 15, 2005, by Molly Bogh, Planning Director. Presentations: Lynette Adolphson, Management Analyst II, reviewed the staff recommendation. Chairman Soto opened the Public Hearing: Mark Korando, 582 Park Drive, Costa Mesa, representing Habitat for Humanity, displayed a slide presentation featuring representative product and project details. Rita Ross, Family Services Director for Habitat for Humanity, provided details of the Habitat program, including applicant preparation for home ownership and remedial measures for those not in compliance with Habitat regulations. Public Testimony: John Zelko, City resident, was concerned with emergency access issues to the site. Laura Freese, City resident, was concerned with the density and number of units proposed. 2 3-15-2005 Paula Zintl, City resident, supported development of the Habitat for Humanity project. Russell Welch, City resident, proposed an alternative development for the site, increasing the number of units to 48. Joe Rellett, City resident, felt too many units were proposed and existing traffic problems need to be addressed before proceeding. Greg Gunning, City resident, felt this area of town was accommodating more than its share of affordable housing and was concerned about long term maintenance of the development. Paul D'Auria, City resident, requested a single family, detached project and was concerned with impacts associated with low- and very low-income housing to adjacent residents. Joanne Marquez, City resident, supported the project. David Ludwig, City resident, was highly supportive of the project. Dusty Ortero, City resident, detailed his family history on this site and suggested completion of an archeological study. Chairman Soto closed the Public Hearing. Board Discussion: Board Members indicated general support of the conceptual project, citing the Habitat for Humanity's excellent reputation and project history, the City's significant need for affordable housing, and the project's consistency with adjacent housing. Board Action: Moved by Director Soto, seconded by Director Hart and carried unanimously, 5-0, to direct staff to work with the applicant to finalize the project plans and schedule, file and process land use applications for zoning and other land use approvals, and bring this item back to the City Council for final action.
