Chairman Bathgate called the Regular Meeting of the Board of Directors of the San
Juan Capistrano Community Redevelopment Agency to order at 7:53 p.m.

Chairman Sam Allevato, Chairman Bathgate.
BOARD MEMBERS ABSENT: None
STAFF PRESENT: David Adams, Executive Director; Molly Bogh, Deputy Director;
Cynthia L. Russell, Finance Officer; Meg Monahan, Agency Secretary; John Shaw,
Agency Council; Douglas D. Dumhart, Economic Development Manager; and Eileen
White, Recording Secretary.
CONSENT CALENDAR
Board Action: Moved by Director Swerdlin, seconded by Director Soto, and carried
unanimously, 5-0, to approve items 1 through 3 as recommended by staff.
1. MINUTES OF THE REGULAR MEETING OF OCTOBER 19, 2004, APPROVED
AS SUBMITTED.
2. PERSONAL SERVICES AGREEMENT WITH MBIA MUNISERVICES CO. FOR
PROPERTY TAX REVENUE AND SALES AND USE TAX AUDIT SERVICES

3. ACCOUNTS PAYABLE WARRANTS DATED OCTOBER 28, 2004, IN THE
AMOUNT OF $22,221.73, RECEIVED AND FILED. (300.30)

PUBLIC HEARINGS
RESOLUTION NO. CRA 04-11-16-01 APPROVING THE 2005-2009 FIVE-YEAR
IMPLEMENTATION PLAN, ADOPTED. (400.60)
Description: In accordance with AB1290, the "Community Redevelopment Law
Reform Act of 1993", requirements, the Agency has readied its Five Year
Implementation Plan 2005-2009 for public input. The Implementation Plan
describes the goals and objectives of the Agency for the project area, identifies
programs and projects, estimates expenditures proposed for the five year period,
and identifies plans to meet its affordable housing obligations. Staff
recommended the Board receive public testimony, consider the proposed Five -
Year Implementation Plan 2005-2009, and adopt a resolution approving the Plan.
Written Communications: Report dated November 16, 2004, by Douglas D.
Dumhart, Economic Development Manager.
Presentation: Douglas D. Dumhart, Economic Development Manager,
summarized the staff recommendation.
Chairman Bathgate opened the public hearing and there being no public
testimony, closed the public hearing.
Directors' Comments:
Council Members discussed and concurred that surplus properties should be
disposed of with proceeds used to fund needed projects. Alternatives and
development consideration related to the Pitt's property and the Lower Rosan
Ranch site were also discussed.
Board Action: Moved by Director Swerdlin, seconded by Director Allevato
and carried unanimously, 5-0, to adopt Resolution CRA 04-11-16-01, entitled "
A RESOLUTION OF THE SAN JUAN CAPISTRANO COMMUNITY
REDEVELOPMENT AGENCY ADOPTING THE 2005-2009 IMPLEMENTATION
PLAN FOR SAN JUAN CAPISTRANO CENTRAL REDEVELOPMENT
PROJECT AREA."
