BOARD OF DIRECTORS
CLOSED SESSION (610.85): None
Chairman Bathgate called the Regular Meeting of the Board of Directors of the San
Juan Capistrano Community Redevelopment Agency to order at 8:24 p.m.
ROLL CALL
BOARD MEMBERS PRESENT: Wyatt Hart, David M. Swerdlin, Joe Soto, Vice
Chairman Sam Allevato, Chairman Bathgate.
BOARD MEMBERS ABSENT: None
STAFF PRESENT: David Adams, Executive Director; Molly Bogh, Deputy Director;
Cynthia L. Russell, Finance Officer; Meg Monahan, Agency Secretary; John Shaw,
Agency Counsel; Douglas Dumhart, Economic Development Manager; and Eileen
White, Recording Secretary.
CONSENT CALENDAR
Board Action: Moved by Director Swerdlin, seconded by Director Soto, and
carried unanimously, 5-0, to approve items 1 & 2 as recommended by staff.
1. MINUTES OF THE REGULAR MEETING OF AUGUST 17, 2004, APPROVED
AS SUBMITTED.
2. ACCOUNTS PAYABLE WARRANTS DATED SEPTEMBER 2, 2004, IN THE
AMOUNT OF $71,698.07, RECEIVED AND FILED. (300.30)
3. LICENSE AGREEMENT WITH SOUTH ORANGE COUNTY COMMUNITY
THEATRE APPROVED. (600.40)
This item was removed from the Consent Calendar to allow for public comment.
Description: The License Agreement with South County Community Theatre
expired August 21, 2004. Given that the site is under consideration for potential
alternate uses, staff is recommending a new one year License Agreement.
Written Communications: Report dated September 21, 2004, by Douglas
Dumhart, Economic Development Manager.

Presentation: Douglas Dumhart, Economic Development Manager, summarized
the staff recommendation.
Public Comment:
Tom Scott, City resident and president of the Camino Real Playhouse, described
the services provided to the community and thanked Council for their continued
support.
Board Action: Moved by Director Hart, seconded by Director Swerdlin, and
carried unanimously, 5-0, to approve the License Agreement with South Orange
County Community Theatre for the use of 31776 EI Camino Real for the purpose
of operating a theatre/playhouse.

ADJOURNMENT
There being no further business, Chairman Bathgate adjourned the meeting at 8:30
p.m. to Tuesday, October 5, 2004, at 5:30 p.m. for Closed Session, and 7:00 p.m. for
the Public Business Session, in the City Council Chamber.
